Review No:1

1) Please provide full set of improvement plans for the construction of the traffic signal modification at the intersection of Soquel Drive and 41st Avenue. Such plans should include information regarding signal equipment as well as electrical details.

 

2) Show traffic signal, curb gutter and sidewalk, and driveway improvements all on one sheet to verify that conflicts do not exist.

 

3) On civil plans, provide details for the driveway, curb gutter and sidewalk, drainage profiles, and conform information to the west of the project frontage.

4) Verify that the proposed pavers for the new road are installed in compliance with manufactures’ specification and County of Santa Cruz Design Criteria (Section C, page 11) requirements such as a) the new road should not have a positive slope towards Soquel Drive, b) pavers configuration and material should allow striping installation such as center line detail and c) pavers should not interfere with the operation of the traffic signal or cause damage to traffic signal equipment (detection system, electrical conduits, etc.).

5) Repair / replace existing curb gutter and sidewalk as needed on the north side of Soquel Drive along the project’s parcel.

 

6) Show trenching locations and associated details within the County road right-of-way.

 

7) Right of Way dedication is required for this project. Please contact the Department of Public Works to obtain an offer of dedication form.

  

8) Please be aware that an encroachment permit will be required for construction work within the County road Right of Way.

 

9) The project is subject to Soquel Transportation Improvement Area (TIA) fees at a current rate of $600 ($300 for roadside improvement fees + $300 for transportation improvement fees) per daily trip-end generated by the proposed development. Payment of TIA fees is required prior to issuance of the building permit. The Trip Generation summary included with the Intersection Analysis report, dated August 26, 2009, prepared by Hatch Mott MacDonald, provides the new trip-ends generated by this development. A trip generation rate of 44.32 per 1,000 square feet (SF) was used on the consultant's trip generation report to estimate trip-ends for retail use. However, the Board approved fee schedule indicates only a maximum trip rate of 40.00 per 1,000 SF can be used for TIA fee purposes. Based on the information above the TIA fees are calculated as follows: New trip-ends = 450. TIA fees = 450 X $600 = $270,000.00. Please note that the dimensions (SF) of the proposed commercial facilities shown on the trip generation report (13,080 SF) are different than what is shown on the architectural plans. If necessary, please have the Traffic Engineering consultant determine the appropriate TIA fees based on the correct facility use and applicable dimensions.

Review No:2

1) Sidewalk conform on the west side of project on Soquel Drive was not provided as requested. Sidewalks should be extended past the existing driveway serving Greanbrae Lane and the commercial facility and then conform to existing sidewalks (driveway wrap around).

 

2) Show on civil plans exact location of ADA curb ramp on Soquel Drive.

 

3) Show on civil plans striping details for Soquel Drive (new left turn lane, etc.) and 50’ of centerline striping detail for the project’s driveway.

 

4) Right of Way dedication is required for this project. Please contact the Department of Public Works to obtain an offer of dedication form.
