Review No:1 1. The submitted soils report is an unsigned copy. Please submit two original, wet-signed copies of the soils report for review and acceptance.
2. The proposed grading for this project includes 402 cubic yards of fill to level the entire parcel. The proposed driveway and residence does not require any grading to construct due to the almost completely level existing site grades, and minimal grading is required to create positive drainage gradients away from the home. County Code Section 16.22.050 requires the design of new development to be planned to be consistent with the characteristics of the site and to minimize grading. Please revise the grading plan to reduce the scope of grading (and associated grading volumes) to just what is required for construction of the driveway and residence.
3. Page 13 of the soils report (Recommendation #41) requires a gravel subdrain along the edge of the concrete foundation. Please update the structural details to include this feature, and update the grading/drainage plan to show how the subdrain will tie into the drainage system.
4. Page 13 of the soils report (Recommendation #44) requires percolation pits to be located a minimum of 10 feet from structures. Although the proposed rain garden (Sheet C3) appears to limit the standing water depth to 6 inches, please provide clarification from the soils engineer that this feature may be located less than 10 feet from structures (as shown on plans).
5. 2013 CBC Section 1804.3 and the soils report require that grades adjacent to buildings be sloped away at 5-percent for 10 feet. Where property lines or physical obstructions prohibit 10 feet of horizontal distance, a 5-percent slope shall be provided to an approved alternative method of diverting water away from the foundation. Swales used for this purpose shall be sloped a minimum of 2 percent where located within 10 feet of the building foundation. Sheet C3 shows grades north of the residence sloping away at approximately 2-percent, and no swale along the east side of the residence. Please update the grading and drainage plan to comply with the drainage recommendations of the 2013 CBC and soils report.
6. Please update the stormwater pollution control plan (Sheet EC1) to include the following:
a. Show the limits of disturbance;
b. Revise wattle locations to the limits of disturbance;
c. Include seed and straw specifications that comply with Part 2 Section B1 of the Stormwater Pollution Control Manual (http://www.sccoplanning.com/Portals/2/County/Planning/env/ConstructionStormwaterBMPManual-Oct%20312011version.pdf).
d. Show proposed construction waste control measures and installation details;
e. Show location of stockpile areas; and
f. Show location of storage and staging area.
