Non-Structural


1. Please revise the occupancy classification for the lobby of Building 1 on Sheet A0-1.0. The occupant load and assembly use makes this an A-2 occupancy. [CBC 303]



2. For Building 2, specify the original, approved, occupancy classifications of the "commercial units" and the proposed occupancy classifications. Revise the market occupancy on A0-1.0 to be an M occupancy. Changes in occupancy will trigger current code requirements. A change of occupancy with an increased occupant load will require an increase in the number of plumbing fixtures. [CBC Ch. 3 and CPC 422]



3. Please include the occupant loads for the first floors of Building 1 and Building 2 to verify the exiting plan is adequate. Reverse the door swing for the café use in building 2, as the occupant load exceeds 50. All doors serving an occupant load of 50 or more shall be equipped with panic hardware (except main exit for A occupancies that have sign described in item 6 below). [CBC 1004, 1008.1.10]



4. Please identify fire-resistive construction elements that provide separation between uses. Replaced or altered components that are part of required fire-resistive construction shall be detailed and referenced to approved listings. Structural supports of horizontal assemblies shall be fire-resistive to the same rating as the horizontal assembly. For buildings with fire-sprinklers, the residential units (Building 1) and the motel units (Building 2) shall be separated by one-hour fire-resistive assemblies. [CBC Table 508.4, 420, 711]



5. Please clarify the ceiling systems in both buildings 1 and 2. Provide suspended ceiling or dropped ceiling details and specifications for all new work, as applicable. See item 3 above for fire-resistive construction requirements. [CBC 808.1.1.1]



6. Please provide penetration details and specifications for openings in fire-resistive construction to comply with CBC 714.



7. Please provide details and specifications for the furred out duct enclosure at building 2, Unit 14. Include fire-resistive construction details. [CBC 420]



8. For Building 3, please clarify the extent of finish materials proposed. The fire-resistive construction requirements for separation between units shall be maintained. [CBC 420]



9. Provide signage for locked doors at the Fireside Lounge to state "THIS DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED". The sign shall be in letters 1 inch high on a contrasting background. The locking devices shall be readily distinguishable as locked. [CBC 1008.7.9.3]



10. It does not appear the south-west lobby door meets the minimum 18" strike side clearance required for maneuvering. Please revise the plans to show compliance. [CBC 11B-404.2.4]



11. Please include exterior route specifications to include materials and slopes at walkways, ramps and accessible parking spaces. [CBC 11B-206, 11B-405, 11B-501]



12. Please include striping specifications for the exterior stairs at Building 2. Exterior stairs shall have the upper approach and all treads marked by a stripe providing clear visual contrast. The stripe shall be a minimum of 12 inches wide to a maximum of 4 inches wide, placed parallel to, and not more than 1 inch from the nose of the step or upper approach. CBC 11B-505.4.1



13. Please include tread nosing specifications for the exterior stairs at Building 2. The leading edge of treads shall project not more than 1 ¼" beyond the tread below. [CBC 1009.7.5]



14. Please clarify the construction materials for the stairs and if the stairs will follow the existing grade.



15. Please detail and dimension the stair extensions to include the returns. At the bottom of a stair flight, handrails shall extend at the slope of the stair flight for a horizontal distance equal to one tread depth beyond the last riser nosing, plus a horizontal extension shall be 12 inches long minimum. Extensions shall return to a wall, guard, or the landing surface, or shall be continuous to the handrail of an adjacent stair flight. CBC 11B-505.10



16. The platform lift shall have standby or battery power that provides sufficient power to operate all platform lift functions for a minimum of five upward and downward trips. The specifications for Garaventa Lift, under Drive and Guide Rail System, Specification 4, have battery operation of ½ hour period. [CBC 11B-207.2]



17. Please specify the maximum height of the new retaining wall on A0-1.2, near the stairs of Building 2. The engineer’s detail on 1/S0 includes heights of up to 5’6".



18. There are 2 water closets required to serve the Café of Building 2, as calculated on A3.4 for the tenant improvement plan set. Please revise the plans. [CPC Table 433.1]



19. The café bathrooms shown on A2-5.1 require a clear space of 60" minimum measured perpendicular from the side wall and 56 inches minimum measured perpendicular from the rear wall. The 60" dimension needs to be specified on the drawings, as scaling the plans does not show compliance. [CBC 11B-604.3.1]



20. Please dimension minimum 48" in front of water accessible water cloaets. [CBC 11B-604.3.1]



21. On sheet A0-2.2, please dimension the water closet to be centered 17" minimum and 18" maximum from the nearest side wall or partition. [CBC 11B-604.2]



22. The 4.8% slope at the double doors between the lobby and Fireside Lounge of Building 1 prevent a required level landing for maneuvering clearances at doors. Landings at doors shall provide a minimum 60" length on the swing side a minimum 48" on the push side. Landings shall have a 1:48 maximum slope. Maneuvering clearances shall extend the full width of the doorway and the required latch side or hinge side clearance per Table 11B-404.2.4.1. Please revise the plans. Removing and/or relocating doors will help [CBC 11B-404.2]



23. It does not appear the south-west lobby door meets the minimum 18" strike side clearance required for maneuvering. The plans shall be revised to show compliance. [CBC 11B-404.2.4]



Structural


24. Please verify support for the mechanical units to be installed at Buildings 1 and 2. Include details for structural support.



25. Please include stepped retaining wall footing details, as it appears the wall at Building 2 will follow the grade, as shown on Sheet A2-5.3




26. Please include details for the stair construction at Building 2. It appears the stairs will be of concrete. Include reinforcing steel specifications, and any connections to walls and/or landings.



27. Please include structural support verification and detail for the platform lift guide rails at Building 2. See the manufacturer’s specifications for loads and attachments.



28. For Building 1, please complete and return two copies of a special inspection and testing agreement form for welding, and provide a statement of special inspection from the engineer of record. The engineer of record may prepare his or her own statement, or use the county’s form. The statement shall identify the special inspector for each item that requires special inspection. Energy Compliance


29. Lighting controls shall be readily accessible and be operated with a manual switch that is located in the same room or area with the lighting that is controlled by that lighting control. Building 1 has lighting controls that are in different rooms or areas. Please revise Sheet A1-6.1. [CA Energy Standard 130.1(a)2]

 

30.  Please note on the cover sheet of the plans that a Certificate of Acceptance for lighting controls is required by final inspection.  The certificate shall be completed by a Certified Lighting Controls Acceptance Test Technician (CLCATT).   A CLCATT may be found @ https://www.calctp.org/  . [CA Energy Standard 130.4]




31. Please indicate the type of light fixtures and controls  to correspond with the requirements in the CA Energy Standards and the energy compliance
documents.  It is not clear what lighting control system(s) will be used. 

 

32.  Please include energy compliance forms for all new and/or altered outdoor lighting.

1. The plans have been revised to state that the occupancies are considered non-separated according to CBC Section 508.3. Non-separated occupancies are allowed, but the allowable height and area of the most restrictive occupancy must not be exceeded, according to CBC 508.2.1. Allowable area calculations are required. If these calculations determine that the occupancies need to be separated, any new work will need to comply with the fire-resistive assembly for ceilings/ supporting framing, penetrations and shafts.

Approval is pending revised plans for fire-resistive construction substitution, as the buildings are over the allowable area.  Historical Building Code that allows alternative methods may be utilized.

Per correspondence with the project architects, plans are to be submitted with heat sensors in Building 2 and Sprinklered wall at Building 1.
