Review No:1

1. If the proposed project is determined to be a substantial improvement, the building shall be designed and constructed to resist the effects of flood hazards and flood loads. The review by Environmental Planning will confirm whether or not a substantial improvement exists. For buildings that are located in more than one flood hazard area, the provisions associated with the most restrictive flood hazard area shall apply. Please provide revised plans to show compliance using ASCE 24 – 14 and Chapter 5 of ASCE 7 -10 as the design standards. Additional review comments may follow once revised plans have been submitted. Flood resistant materials, dry floodproofing, and an exit door or emergency escape opening that is 1 ft. over the base flood elevation are among the requirements. [CBC 1612, ASCE 24, 6.2]



2. The allowable building area calculation on G0.01 assumes the project space is a separate building. In order for the space to be a separate building, a fire wall that is constructed in accordance with CBC 706 needs to be verified. Please verify this in the field and identify this wall on the plans.



3. Sheet G0.01 was not signed by the architect. At least 2 sets of final plans will need to be stamped and signed by the responsible CA licensed designers. . [§5536.1, 6735 California Business and Profession Code]



4. Please revise the 2013 California Green Building Standards Code reference to 2016 on G0.01.



5. Please Note at least 65% of the construction waste shall be recycled and/or salvage for reuse. The table on G0.01 reference 8 ½ x 11 documents for this information, but these documents were not included. [CALGreen 5.408.1]



6. Please note that verification is required for the disposal of Universal Waste items (fluorescent lamps and ballasts) to show that they are properly diverted from landfills. This may be noted on the demolition plans or added to the table on G0.01. [CALGreen 5.408.2]



7. Please identify a recycling area on the plans for the occupants of the building. [CALGreen 5.410.1]



8. Please provide the referenced specifications for testing and adjusting. [CALGreen 5.410.4]



9. Please note that return air filters shall have a minimum MERV 8 on the mechanical plans and note that the duct openings shall be covered and mechanical equipment protected during construction. [CALGreen 5.504.5.3]




10. Please Note finish materials shall comply with VOC limits. The tables in 5.504.4 may be copied and applied to the plans, or provide specifications as indicated on G0.01 [CALGreen 5.504.4]



11. Please include a note for the double door that may be locked from the inside to have a sign above the door stating "THIS DOOR TO REMAIN ULOCKED WHEN TIS SPACE IS OCCUPIED". [CBC 1010.1.9.3]



12. Please include door threshold details for the two exit doors. Thresholds shall be ½" maximum with 1:2 bevel, or ¼" maximum without beveling. [CBC 11B-404.2]



13. Please include details along the route to the entry and landing specifications to verify the existing and any new work complies with current code. [CBC 11B-404]



14. Please revise detail 3/A7.01 to dimension 19" minimum toe clearance depth. [CBC 11B-306.2.3, exc. 1]



15. Please include support details and specifications for fan coils and registers in ceiling details on A9.2 or other sheets.



16. Please specify the maximum partition height. Heights greater than 9’ are required to be braced by the building structure. Revise details on A7.10 if necessary. [ASCE 7, 15.5.8]



17. Please include T24.1 and T24.2 in the index on G0.01.



18. The forms on T24.1 are not complete. Please include information on pages 2 and 3 on form NRCC-MCH-01-E, complete "reference to requirements in contract drawings" on pages 1 and 2 of form NRCC-MCH-02-E and complete columns on page 1 of NRCC-MCH-03-E.



19. Please complete page 2 of 3 on form NRCC-MEH-04-E on T24.2.



20. Please revise the water pipe insulation note on P0.1. Instead of "(greater than ¾")", this should be "(1" or greater)". [CA Energy §120.3]



21. Please provide a gas line schematic that indicates BTU values of all proposed gas appliances, the developed length from the meter to each appliance outlet, the minimum pipe size and the proposed gas pipe material. Revise the ¾" size, if necessary, on P2.0. [CPC 1216.0 and Table 1216.2(1)]

that exempts a 30” vertical extension above the roof, all of exception 4 must be
used.  The revised plans include 2 of the
3 requirements, copied here:


4.1. There are no openings in the roof within 4 feet of the fire wall,


4.2. The roof is covered with a minimum Class B roof covering, and


4.3. The roof sheathing or deck is constructed of fire-retardant-treated wood for a
distance of 4 feet on both sides of the wall or the roof is protected with 5/8-inch

Type X gypsum board directly beneath the underside of the roof sheathing or deck,
supported by a minimum of 2-inch nominal ledgers attached to the sides of the roof
framing members for a minimum distance of 4 feet on both sides of
the fire wall.



3. The revised set of plans did not include Sheet P0.1.  Please include this revised sheet with the next submittal.

1.  Please detail the existing 2 hour fire-resistive wall assembly that will be verified in the field during construction.  Please reference this assembly to an approved source (i.e Gypsum Association Design Manual, UL, CBC Tables in Ch. 7 or another approved source).  [CBC 706]
 
2.  Please include details and specifications for the required 1-hour fire-resistive assembly at the roof-ceiling in order to comply with the parapet exception.  Also, specify and detail supporting elements for this roof-ceiling assembly to show 1-hour fire-resistive assemblies.  Please reference these assemblies to an approved source (i.e Gypsum Association Design Manual, UL, CBC Tables in Ch. 7 or another approved source).
 
The following is an excerpt from the CBC: 
706.6 Vertical continuity. Fire walls shall extend from the foundation to a termination point at least 30 inches (762 mm) above both adjacent roofs.   Exceptions:   1. Stepped buildings in accordance with Section 706.6.1.
 
2. Two-hour fire-resistance-rated walls shall be permitted to terminate at the underside of the roof sheathing, deck or slab, provided:     2.1. The lower roof assembly within 4 feet (1220 mm) of the wall has not less than a 1-hour fire-resistance rating and the entire length and span of supporting elements for the rated roof assembly has a fire-resistance rating of not less than 1 hour.    2.2. Openings in the roof shall not be located within 4 feet (1220 mm) of the fire wall.   2.3. Each building shall be provided with not less than a Class B roof covering.
 
 
 
3. Please include the energy compliance forms for the water heater on the drawings. [CA Energy Standard 10-103 (a) 2]
 
 4. Please include glazing specifications for the DIRTT systems.  Include tempered glazing adjacent to doors.  [CBC 2406.4]
 
5. Please provide a plan review letter or review stamp for the DIRTT system plans by the responsible architect.  [CBC 107.3.4.2, §5536.1, 6735 California Business and Profession Code]
