1. Please submit two copies of the completed Substantial Improvement Forms, including a contractor affidavit, owner affidavit, and cost breakdown, for the work proposed with this building permit application, based on the revised plans prepared in response to all agency comments. 2. Please submit two copies of the contractor’s estimate or invoice(s) for the work permitted under issued Building Permit B-174503 (reroof).


3. Once the forms, estimate, and/or invoice have been submitted as requested in items 1 and 2 above, the project will be evaluated to determine if the total work proposed under the building permit applications meets the definition of cumulative improvement, as defined in County Code Section 16.10.040. If the total of the improvement values exceeds 50% of the structure’s assessed value ($578,465) the project will not be approved by Environmental Planning unless the structure is brought into compliance with all relevant sections of County Code Section 16.10.070(F) and ASCE 24.


Any additional work (including siding, damage repairs, etc.) proposed within 5 years of building permit final inspection is required to be evaluated for cumulative improvement. If the total value of the proposed work, when added to the costs of this project, exceeds 50% of the structure’s value, the structure will be required to comply with all relevant sections of County Code Section 16.10.070(F) and ASCE 24.


This pre-FIRM (Flood Insurance Rate Map) structure is located in the FEMA Flood Hazard Zone AE, with a Base Flood Elevation (BFE) of 43, an area subject to inundation by the 1-percent-annual-chance flood. The applicant and property owner are hereby advised to incorporate methods to reduce flood damage, such as the use of flood-resistant materials and installation of electrical, heating, and air conditioning units above the BFE, even if the project does not constitute a substantial improvement.


As an alternative to providing the above documentation, the applicant may assume the project is a substantial/cumulative improvement, and proceed with modifying the application to bring the structure into compliance with County Code 16.10.070(F) and ASCE 24. The following will be required with your resubmittal:


1. Revised plans showing compliance with County Code 16.10.070(F) and ASCE 24; and


2. A completed Nonresidential Floodproofing Design Certification signed by a licensed land surveyor, architect or engineer. Please contact Environmental Planning for the Certification form.

Per our meeting with the project applicant on 5/2/18, the project likely constitutes Substantial Improvement as designed, which would require the structure be brought into conformance with dry-floodproofing requirements as outlined in SCCC 16.10.070(F) and ASCE 24.


The "substantial improvement" determination may be confirmed by submission of the Substantial Improvement Cost Estimate form and a recent appraisal that provides the depreciated market value of the structure; please see first routing comments for details.

1. Previous Comment No. 1 requested that the applicant submit two copies of the completed Substantial Improvement Forms, including contractor affidavit, owner affidavit, and cost breakdown, for the work proposed with this building permit application. The response letter from Boulder Associates, dated March 1, 2019, states that these are attached, yet none were received with the most recent submittal. Please provide the aforementioned substantial improvement form for review (http://www.sccoplanning.com/Portals/2/County/Planning/env/Substantial%20Improvement%20Form.PDF?ver=2013-03-21-102534-487).


2. Please provide an original copy of the appraisal utilized to establish the $1.76M valuation for the structure.


3. Previous Comment No. 2 requested two copies of the contractor's estimate or invoice(s) for the work permitted under issued Building Permit B-174503, a reroof permit issued 10/3/2017. The response letter from Boulder Associates, dated March 1, 2019, references an attached contractor's estimate for the work currently proposed, not the previously permitted reroof. Please provide the requested documentation for the reroof permit issued 10/3/2017.
