Review No:1 Architectural
1. Please add photovoltaic systems to the list of deferred submittals on Sheet A001.
2. The energy compliance documents list HERS certification requirements in the HERS
Feature Summary on the CF1R forms. Please note HERS certification required on the
cover sheet of the drawings. CA Administrative Code 10-103(a)
3. Please revise the limits of work plan A004 to include this permit.
4. Please locate and specify a minimum 36” detectable warning strips at the walkways
from the sidewalk where it adjoins the parking lot and/or driveway area. [CBC 11B-247.1.2.5]
5. Please include accessible parking space signage callouts on the site plans. If the sign is in a
walkway, the lowest bottom edge shall be 80” minimum above the sidewalk. Detail 12/C7 does
not show 80” elevation at the lowest sign. CBC 11B-502.6
6. All ground floor units shall be adaptable. A minimum of 10 percent but not less than one of the
ground floor multi-story residential dwelling units are required to comply with the adaptable
accessible elements. The multi-story unit requirement shall be calculated using the total
number of multi-story residential dwelling units in buildings on a site.
It appears all ground floors are intended to be adaptable. However, please provide
corresponding details and specifications to show compliance in kitchens and baths for the lower
floor areas that will be adaptable and comply with CBC 11A, Division IV-Dwelling Unit features.
Clearances appear to be met, but specifications and details are needed for removable base
cabinets under sinks, fixture mounting details, grab bar reinforcing, and bathtub controls.
7. Please include accessible features for units required to have mobility features in CBC 11B-809.2
through 11B-809.4. These features include bathroom fixture requirements, flush control
locations, and clearances per CBC 11B-603 through CBC 11B-610. CBC 11B-233.3.1.1
Note: Vanity countertops may not be reduced in size compared to other units.
Advisory 11B-809.4 in DSA manual from USDOJ: Toilet facilities and bathing facilities. In an effort
to promote space efficiency, vanity countertop space in accessible residential dwelling units is
often omitted. This omission does not promote equal access or equal enjoyment of the unit.
Where comparable units have vanity counter tops, accessible units should also have vanity
counter tops located as close as possible to the lavatory for convenient access to toiletries. 8. For Unit types B and B1, please show that a minimum 48” long landing is provided for the entire
entry door widths and that the columns do not encroach into this clear space. If the doors have
a closer and latch, an additional 12” is required past the strike side. This may be shown on the
individual floor plans for first floors. CBC 1126A.3.1
9. Please revise keynote 19 that is directed at the kitchen sink in the community room on sheet
A227, as the note does not correspond.
10. Please dimension minimum 60” between the kitchen peninsula island and the sink cabinets and
the community kitchen. CBC 11B-804.2.2
11. Stairs other than those serving individual units need to comply with the striping requirements in
CBC 11B-504.4.1. Please include the striping requirements on the stair details.
12. Please revise the swing direction of door D2 leading out to the deck on the ground floor units B
and B1 or revise the cabinetry such that minimum 18” strike side clearance is provided. CBC
1132A.5.2
13. Please include insulation types and R-values in cross-section notes that correspond with the
energy compliance documents.
14. Please include an ICC ESR Report for the Hansen railing system, or provide structural calculations
and installation manual. Any welding that will reduce design forces that is not performed by a
verified and approved fabricator will require special inspection.
Civil
15. Please locate and specify a minimum 36” detectable warning strips at the walkways
from the sidewalk where it adjoins the parking lot and/or driveway area. [CBC 11B-247.1.2.5]
Structural
16. Please revise the deferred submittals note on Sheet S1.1 to refer to Santa Cruz County, rather
than City of Watsonville. 17. Structural calculations indicate Simpson HD holdowns to be used. Sheet S1.1 includes Simpson
ATS system is noted as a deferred submittal. There are Earthbound tiedown plans submitted.
Please coordinate the plans and structural calculations.
18. The PT slab calculations for the Adapt Software state the design is based on UBC-1997. Please
provide a clarification and/or revised calculations that are based on current code and standards.
19. Please submit Santa Cruz County’s Special Inspection Form PLG-240 and include it in the
supplement file. This form should correspond with the one shown on Sheet S1.2, or
revise S1.2 to include the Santa Cruz County form. This form and a list of approved
special inspection agencies is available under “forms” at

20. Please refer to the shear wall schedule 5/S8.2 in plan notes where shear wall marks occur.
21. Please include shear wall type HF in the shear wall schedule 5/S8.2. Include references to the
applicable Hardyframe details from this schedule.
22. Please include steel column to beam connection details and specifications at the exterior
stairwells framing.
23. Detail 14/S8.3 is an awning detail, but does not appear to be identified correctly from the plans.
For example, third floor framing plan Sheet 2S203 shows this detail at the lower roof cover over
the patio storage area. Please clarify if and where this detail may apply.
Plumbing
24. The plumbing plans need to be signed by the responsible engineer.
25. Please specify materials to fill annular spaces of plumbing penetrations at horizontal floor
ceiling and vertical wall fire-resistive assemblies shall be tested per ASTM E119 or UL 263. This
information may be on Sheet P601 where a wall assembly detail is provided. The same applies
to horizontal assemblies. CBC 714.4 and 714.5 Mechanical
26. The mechanical plans need to be signed by the responsible engineer.
27. Please locate and identify the Indoor Air Quality (IAQ) systems to be used for each building on
the mechanical plans. Coordinate requirements with the energy compliance documents.
Electrical
28. The electrical plans need to be signed by the responsible engineer.
29. Please include kitchens and laundry rooms in the AFCI note M under Residential Wiring Notes
on Sheet E0.1. CEC 210.12
30. The declaration statement of the NRCC-LTI-E and NRCC-LTO-E forms shown on Sheets E0.2 and
E0.3 need to be signed by the documentation author and the designer. CA Energy §10-103(a)1.A.vi
31. Please include an outdoor lighting plan to include lighting fixtures XA, which are denoted as wall
sconces on Sheet E0.1. Coordinate the outdoor lighting plans and the lighting tags on the
outdoor lighting forms for energy compliance such that the lighting forms may be verified.
Lighting forms indicate 28 type XA fixtures.
32. Please include plans for outdoor parking lot lighting. Include this lighting in the energy
compliance forms.
33. It appears there are more XD lighting fixtures shown on the plans than the 31 in the energy
compliance documents. A count of 44 type XD fixtures was made from the plans provided.
34. Please revise form CF2R-LTG-02-E to include “N” at Section A09, as there are no garages
proposed, and register this form with the HERS provider.
Energy 35. The areas used in the energy compliance documents on Sheets T24 f do not correspond with the
areas shown on Sheet A101. Please coordinate the conditioned floor areas.

RESPONSE 3: CBC 1132A.5 does not specifically prohibit clear spaces from overlapping, nor does CBC
1126A.3.1. Per the CBC and the FHA Design Manual clear spaces are allowed to overlap in bathrooms
and kitchens.
The correction to comply with CBC 1132A.5 remains. The CBC and FHA Design Manual do state areas
where clear spaces may overlap. The stove is not a clear space. The stove encroaching into a clear
space for maneuvering at the doors is not permitted.
2) 6: Please include the original structural calculations, in addition to the addendum. Complete SUP
and PLN files are required for permit issuance.
RESPONSE 6: The original structural calculations in addition to the addendum structural calculations are
included within this submittal.
The original structural calculations were not included in the supplement file. Please resubmit.
3) 7: Please key from foundation plans to identify holdown requirements, based on the tension
and compression loads and framing conditions.
RESPONSE 7: The required tie-down types were previously provided on sheets S8.7 to S8.16. The tension
and compression forces were previously provided on the foundation plans on sheets 1S201, 2S201,
3S201A, 3S201B, 4S201A, and 4S201B.
Forces are provided in the structural sheets as stated in the response. However, a key from these sheets
to identify the model numbers and configurations shown in S8.1 through S8.16 are needed for
construction and inspection purposes.
Note: A July 1, 2021 supplement for accessibility includes curb ramp specifications related to detectable
warnings and added lengths beyond the detectable warnings. This project was submitted for a building
permit application prior to the effective date of this supplement, so it is not required that plans be
revised to comply with the current supplement. However, this is something to consider. See current
CBC 705.1.2.2.2
