Review No:1

1. Please submit a letter attesting that this project is for the construction of a large single-family dwelling to be occupied by one family and that it will not be rented out to individual tenants, either as single-room occupancy (SRO) units, or as a boarding house, and will not be used for visitor accommodations.  If the structure will not be a single-family dwelling, please note that a Use Permit will be required for this project (Level 5, public hearing before the Zoning Administrator), prior to the issuance of a building permit for the structure. 


2. If the structure will be a single-family dwelling, please add a conspicuous note on the cover sheet stating "This structure will be occupied as  a single-family dwelling and will not be rented out to individual tenants, either as a SRO, or a boarding house, and will not be used for visitor accommodations."


3. As shown on the plans, the single-family dwelling will include 11 bedrooms, a family/dining room (great room) and two living rooms (one called sitting room).  In accordance with the bedroom definition (County code 13.10.700-B "bedroom Definition") only one room may be designated as a living room and therefore, for the purposes of calculating Capital Improvement Fees (for Parks and Childcare) and for the calculation of required parking, this dwelling will be counted as having 12 bedrooms.  Please note that this room designation does not govern the eventual use of the room or the furniture within it.


4. No parking is shown.  Please include the location of all required parking spaces for this project onto the site plan.  Per county code 13.10.552, a 12 bedroom dwelling requires the provision of a minimum of 11 parking spaces.  No parking is required for the proposed ADU as the property lies within an exempted location due to the proximity of public transportation.


5. A Junior ADU (JADU) can only be permitted where the owner resides on site as evidenced by a homeowners tax exemption.  Currently no such tax exemption has been filed on the parcel.  Proof of proposed owner occupancy is required.  Please note that owner occupancy is not required for a regular ADU; however, if the unit is designated as an ADU the facilities will need to be upgraded to include a full kitchen and separate laundry facilities.


6. Please include a complete site plan, as currently shown the rear of the parcel is not included.


7. Provide a calculations of  lot coverage for this project (any structure greater than 18" in height from grade will count, including porches measured to the outside of the support columns).  Maximum Lot coverage is 40%


8. Provide a calculation of Floor Area Ratio (FAR) for the project.  For more information on what is counted, please refer to the Administrative Practice Guideline on calculation FAR for residential structures available via the planning department website at www.sccoplanning.com >> Zoning and Development (tab at top of page) >> Administrative Practice Guidelines.  Maximum FAR is 50%.  Please note that all areas of the dwelling with a ceiling height of 16 feet or greater are counted twice.

A total of 12 parking spaces are now indicated on the plans; however, the parking spaces will result in a driveway width of only 9' 6" (18' less 8' 6"). Please provide written confirmation from the Central Fire Protection District stating that a the 9' 6" driveway width is acceptable. In addition, please indicate the entire rectangle for parking spaces along the driveway (not just the triangle) and indicate both the the width and length of the spaces to show that they comply with the standards set out in County Code (Minimum 8' 6" X 18'). In addition, clearly dimension the resulting driveway width. If the driveway width is not acceptable to Fire/Public Works, please provide an alternative plan showing how the 12 required parking spaces can be accommodated.

The submitted letter states that Lot Coverage calculations are shown on sheet A1.1 but I was unable to see any notation of the Lot Coverage percentage on that sheet.
