Any new construction in the State Responsibility Area (SRA) located within any Severity Zone shall comply with the requirements of the Wildland-Urban Interface code (WUI) CRC R337. SCCC 12.10.215(E)

6. Exterior Windows and Doors: Doors (including vehicle doors) shall have exteriors or cladding of noncombustible or ignition resistant material, or shall be minimum 1 3/8 solid core, or 20 minute rated, or performance tested per SFM Standard 12-7A-1 [CRC R337.8]. Please indicate on the window schedule.
7. Roof Gutters: Roof gutters shall be provided with the means to prevent the accumulation of leaves and debris in the gutter. Please show on plans. (CRC 337.5.4)
8. Roof Valleys: Where valley flashing is installed, the flashing shall be not less than No. 26 gage galvanized sheet corrosion-resistant metal installed over not less than one layer of minimum 72-pound mineral-surfaced non-perforated cap sheet, at least 36-inch wide running the full length of the valley. CBC 705A.3, CRC R337.5.3
9. Vents: (July 1, 2021 update) Vents at gable ends, ridge ends, under eaves, crawl spaces, foundation and other vertical wall vents shall be listed by the California State Fire Marshal. CRC R337.6.2
Or shall be WUI vents listed to ASTM E2886 meeting ember, flame, and temperature requirements. CRC R337.6.3
Exception for under eave vents: Fully sprinklered attic and the vent is more than 12’ from ground or walking surface
10. Roof Eaves and Roof Soffit and Covered Porch Ceilings: The exposed roof deck on the underside of unenclosed roof eaves and exposed underside of covered porch ceilings shall consist of one of the following:
a) Noncombustible material.
b) Ignition-resistant material.
c) One layer of 5/8-inch Type X gypsum sheathing applied behind an exterior covering on the underside exterior of the roof deck.
d) The exterior portion of a 1-hour fire resistive exterior wall assembly applied to the underside of the roof deck designed for exterior fire exposure. CRC R337.7.4.
e) Porch ceiling assemblies with a horizontal underside that meet the performance criteria in accordance with the test procedures set forth in SFM Standard 12-7A-3.
Gable end overhangs and fascia and trim boards are an exception to this requirement [CBC 707A.5]
11. Decking: Walking surface of decks and exterior stairs shall be ignition resistant material, or fire retardant wood, or noncombustible, or performance tested per SFM Standard 12/7A-1. [CRC R337.9]
12. Exterior Covering: Siding, soffit and porch ceiling coverings to be ignition resistant material, noncombustible material, or have a layer of 5/8” type X sheathing applied with siding over the top. State Fire Marshal approved siding assemblies may also be detailed. If using a State Fire Marshal approved assembly, detail and reference to the listing number. [CRC R337.7]
Architectural/ Structural:
13. On Proposed Floor Plans, please provide additional dimensions to locate interior partitions (for example, at bathrooms, elevator, etc.)
14. Show compliance with window fall protection for Windows “2X” on the Upper Floor. Where the top of the sill of an operable window opening is located less than 24 inches above the finished floor and greater than 72 inches above the finished grade or other surface below on the exterior of the building, the operable window shall comply with one of the following:
a. Operable window openings will not allow a 4-inch-diameter sphere to pass through where the openings are in their largest opened position.
b. Operable windows are provided with window fall prevention devices that comply with ASTM F2090.
c. Operable windows are provided with window opening control devices that comply with Section R312.2.2.
15. Please indicate that the shower door enclosures shall have tempered safety glazing per CRC R308.4.
16. Clearly indicate separation between garage and residence on drawings. Garages shall be separated from the dwelling (including attic) by min. ½” gypsum board applied to the garage side and 5/8” gypsum board at ceiling. (CRC Table R302.6) Show on Section/A3 and Floor Plan/A1.
17. Show details for proposed stairs (interior and exterior) on the plans, either on a section or as separate details (not just general notes). Provide dimensions at to indicate minimum required width and landing depth. Stairways shall be not less than 36 inches in clear width and the landings shall not be less than 36 inches in the direction of travel (show bottom landing). (CRC R311.7.1 & R311.7.6)
a. Handrail: Please indicate a graspable handrail on at least one side of each continuous run of treads or flight with four or more risers. CRC R311.7.8 Handrail height shall be 34 – 38 inches above the stair nosing. Show locations of handrails on Floor Plans and at least partially on Exterior Elevations. (CRC R311.7.8.1)
b. Grip Size: Please indicate the proposed grip-size of the required handrail. (CRC R311.7.8.3). Space between handgrip and wall shall be not less than 1 ½ inches.
c. Nosing: A nosing not less than 3/4- inch but not more than 1-1/4- inches shall be provided on stairways with solid risers and treads less than 11-inches in depth. (CRC R311.7.5.3)
d. Risers: Maximum riser height is 7 3/4" inches. Open risers are limited in R-3 occupancies to spaces less than 4-inches wide (show dimension of open space). CRC R311.7.5.1
e. Tread: Minimum tread depth is 10 inches. CRC R311.7.5.2.1
18. Please indicate that enclosed accessible space under interior stair shall have walls, under-stair surface and any soffits protected on the enclosed side with ½” gypsum board per CRC R302.7.
19. Clarify if there are any attics in the proposed project.
20. Provide an Architectural Eave Detail, showing compliance with WUI requirements. Show material being used under the eave per Comment #10 and show gutter protection per Comment #7 above. Eave and soffit vents must comply with Comment #9.
21. Specify ceiling material for covered deck, showing compliance with WUI requirements per Comment #10 above. Provide SFM Listing.
22. For “Spraytite BASF” spray foam insulation, provide manufacturer’s specifications (cut sheet, including ICC, UL or other recognized listing approval number) to show compliance (air impermeable) with CRC R806.5, “Unvented attic and unvented enclosed rafter assemblies,” and required thickness of product to meet Energy Compliance requirements.
23. For the wrought iron guard at top of interior stair, please provide manufacturer’s specification and details of attachment to clearly indicate how the rail shall be capable of resisting a 50 lb. linear per ft. load and a 200 lb. concentrated load per ASCE 7-10, 4.5.1. [CBC 1607.8.1] Clarify if the product is fabricated (welding) by an approved fabricator. If so, please specify the metal building fabricator and verify if they are accredited as an approved fabricator through International Accreditation Service (IAS) or American Institute of Steel Construction (AISC). If not accredited as an approved fabricator, special inspection is required for structural steel.
Note on plans that at completion of fabrication, the approved fabricator shall submit a certificate of compliance to the building inspector stating that the work was performed in accordance with the approved construction documents. [CBC 1704.2.5.2]
24. Provide details of the required guards at exterior deck, including attachment. Guards shall be 42” high along open-sided walking surface or decks that are more than 30” measured vertically to the floor or grade below at any point within 36” horizontally to the edge of the open side. Openings in guards shall not allow the passage of a 4” diameter sphere. (CRC R312.1) The rail shall be capable of resisting a 50 lb. linear per ft. load and a 200 lb. concentrated load per ASCE 7-10, 4.5.1. [CBC 1607.8.1] Detail 11/SD3 shows a cable rail which does not match Exterior Elevations. Please clarify and provide applicable details.
25. Specify a WUI-compliant finish deck material at Deck per WUI Comment #11 above. Clarify if deck is waterproof.
26. If deck is not waterproof, show how ledger shall be flashed to prevent water from contacting the house band joist per CRC Table R507.2, note “a.”
27. For stucco installation, indicate two layers of Grade D paper between plywood and exterior lath per CRC Section R703.6.3. Provide details for a corrosion-resistant weep screed on all exterior stud walls at or below the foundation plate line a minimum of 4” above grade, or 2” above paved areas per CRC Section R703.6.2.1.
28. Where balcony or other elevated walking surfaces are exposed to water from direct or blowing rain, snow, or irrigation, and the structural framing is protected by an impervious moisture barrier, the construction documents shall include details for all elements of the impervious moisture barrier system. The construction documents shall include manufacturer’s installation instructions. Please provide spec sheet and all pertinent details for waterproofing system. (CBC 107.2.7).
29. Clarify if deck is enclosed below. If so, ventilation is required in enclosed framing for balconies/decks unless unvented assemblies are shown per CRC R806.5. [CBC 2304.12.2.6] Show how this is accomplished. If spray foam insulation is specified for an unvented assembly (due difficulty of venting), specify product (cut sheet, including ICC, UL or other recognized listing approval number). Call out required thickness of product to meet Energy Compliance requirements.
30. When scuppers are used for secondary (emergency overflow) roof drainage, the quantity, size, location and inlet elevation of the scuppers shall be sized to prevent the depth of ponding water from exceeding that for which the roof was designed as determined by Section 1611.1. Scuppers shall not have an opening dimension of less than 4 inches. The flow through the primary system shall not be considered when locating and sizing scuppers. [CBC 1503.4.2, CRC R903.4.1. and CPC 1101.12.1 and 1101.12.2]
31. Radiant floor systems in concrete slabs shall have insulation between the heated portion of the slab and the outdoors, a minimum of R-5 in climate zone 3 per Cal Energy Standards section 110.8(g). Additionally, expanded polystyrene and other foam plastics shall not be installed on the exterior face of the slab or under interior or exterior foundation walls or slab foundations unless an approved method of protecting the foam plastic and structure from subterranean termite damage is used. Please detail how the required foam insulation will be protected. CRC 318.4
32. Show the floor surface of the garage sloping toward the main vehicle entry per CRC R309.1 and R309.2.
33. Clearly note the following on the foundation plan: “The soils report, number_______________prepared by____________________ dated_____________ is part of these plans and all recommendations there in shall be complied with.” Be sure to include any addendums.
34. Calculations were not found for flat roof rafters or floor joists (TJIs). Please provide.
35. Special inspection is required (for welding). Please complete and include in “SUP” file a special inspection and testing agreement form, and provide a statement of special inspection from the engineer of record. The engineer of record may prepare his or her own statement, or use the county’s form. This form (PLG240) and a list of approved special inspection agencies are available under “forms” at http://www.sccoplanning.com/PlanningHome/BuildingSafety.aspx . [CBC 1704]
Welding performed in the field or a shop requires special inspection item, unless all welding is performed by an approved fabricator.
Epoxy seismic tie-down bolts require special inspection. This may be inspected by the engineer of record.
Concrete design values in excess of 2,500 psi require special inspection.
Use of High Strength (A325) Bolts requires periodic special inspection.
36. For elevator, please submit product cut sheets. Provide a shop drawing or plans showing the complete layout for the elevator, equipment, electrical, service access requirements, clearances, pit/overhead requirements, etc. On elevator section, show all fire ratings (including recognized source/listing, details, and structural design as applicable. Reference the assemblies to a tested and approved listing. These sources may be in the Gypsum Association’s Design Manual (fire and sound assemblies listed), or Underwriter’s Laboratory or from the Tables in Chapter 7 of the CBC. [CBC 703 and CRC R302.3]
Please note on the plans that private residence elevators shall comply with ASME A17.1/CSA B44. CRC R106.1.1, R321.1
37. Elevator Shaft Enclosure Wall Details: Please show fire barrier wall assembly details meeting code standards or a tested assembly. For example, a wall assembly with 5/8 inch Type X Gypsum Board on each side of the stud framing and continuous through any concealed spaces from the top of the foundation to roof sheathing may provide a 1 hour fire barrier per CBC Table 722.6.2(1) & Table 722.6.2(2).
38. Elevator Shaft Enclosure Wall Continuity: Please revise the elevator section and/or details to show fire barrier continuity from the top of the foundation to the underside of the roof sheathing and continuous through concealed spaces. Generally, this can be accomplished with full height shaft enclosure walls or with solid blocking and gypsum board within concealed spaces. CBC 707.5
39. Elevator Shaft Enclosure Fire Blocking: Show shaft enclosure fireblocking vertically at the ceiling and floor levels. CBC 718.2.2
40. Note that openings into an elevator shaft enclosure shall be automatic-closing fire door assemblies that are self-closing in accordance with NFPA 80, having a 1 hour fire rating in 1 hour shafts. CBC Table 716.5, 716.5.9. Please note that hoistway doors to be readily openable from the car side without a key, tool, special knowledge or effort and to be self closing. 713.7, 3002.6
Cal Green Residential:
Please provide the following information from the 2019 California Green Building Code in plan notes and documents. The county has adopted only the mandatory requirements. This code may be viewed at http://www.bsc.ca.gov/default.htm.
41. Please indicate that a minimum of 65% of the construction and demolition waste will be recycled, reused on the project, or salvaged for later use or sale. (CGBC 4.408.1)
42. Please provide specifications for irrigation controllers for landscaping, if irrigated landscape is proposed. Controllers shall be weather- or soil based. (4.301.1)
43. Specify flow rates for plumbing fixtures. The effective flush volume of all water closets shall not exceed 1.28 gallons per flush. Shower heads shall have a maximum flow rate of 1.8 gpm at 80 psi. Lavatory faucets shall have a maximum flow rate of 1.2 gpm at 60 psi, but not less than 0.8 at 20 psi. Kitchen faucets shall have a maximum flow rate of 1.8 gpm at 60 psi, but may have a temporary flow rate of 2.2 gpm at 60 psi and default to 1.8 gpm at 60 psi. (4.303)
44. Please specify VOC and formaldehyde limits on the plans. You may copy and paste the tables in CALGreen 4.504 to the plan sheets.
45. Please indicate that exhaust fans in bathroom areas with showers and/or tubs shall be energy star rated and have a humidistat control (unless functioning as a component of a whole house ventilation system). (CA Energy Standard 150(o)/ASHRAE 62.2 and CALGreen 4.506.1) The minimum local exhaust rate shall be 50 cfm (CRC R303.3, Exception).
46. Please note on the plan that an operation and maintenance manual will be provided to the building owner at the completion of the project. (4.410.1)
47. Note annular spaces around pipes, electrical cables, conduits, etc. will need to be filled to prevent rodent intrusion (4.406.1)
Mechanical/ Electrical/ Plumbing:
48. CEC Section 210.12 requires arc-fault circuit-interrupter protection in kitchens in addition to GFCI protection. (CEC 210.52(C)(1)&(2). Please show combination GFCI/AFCI receptacles, including at island.
49. Please include specifications for whole house ventilation to verify compliance with ASHRAE 62.2. Type of system, duct sizes (may copy table), labeling, and fan sizes need to be included on the plans. Indicate on Electrical Plan, which fan(s) are being used and indicate that the fan must be labeled. Per Energy Compliance, fan shall be 187 cfm or use formula below.
For whole house ventilation using the exhaust only method, minimum fan size shall be:
Ventilation Rate (cfm) = 0.03 x CFA + 7.5 x (no. of bedrooms + 1)
CFA = conditioned floor area
Please indicate that the whole house fan shall be continuously on, unless there are exterior air contaminants present. The on/off mechanism shall be labeled to identify it as controlling the whole house ventilation system. The whole house fan shall be sound rated for maximum 1 sone.
50. Please indicate minimum of 100 cfm local exhaust fan for the kitchens, which may be achieved by a range hood. (CA Energy Standard 150(o)/ASHRAE Standard 62.2) Please note on the plan that the new range hood shall be labeled that it meets HVI 916 or is sound rated to meet 7.2 of ASRRAE 6.2. The kitchen hood is required to be field verified.
51. Show how provision for makeup air is accomplished for dryer in Laundry Room. When a clothes dryer is installed in an enclosed space (defined by having a volume of less than 50 cu ft per 1000 BTU/h of appliances in the space by CMC 205.0), a minimum opening of 100 square inches for makeup air shall be provided. CMC 504.4.1.
52. On Electrical Plan, show that all receptacles serving kitchen countertops shall be GFCI protected per CEC 210.8(A)(6). Countertop receptacles shall be located so that no point along the wall line is more than 24 inches from a receptacle outlet. (CEC 210.52(C)(1). In addition, CEC Section 210.12 requires arc-fault circuit-interrupter protection in kitchens in addition to GFCI protection. (CEC 210.52(C)(1)&(2). Please show combination GFCI/AFCI receptacles.
53. On Electrical Plan, use symbols to show that all receptacles in Laundry Room shall be GFCI protected per CEC 210.8(A)(10).
54. On Electrical Plan, use symbols to show that all receptacles in Garage shall be GFCI protected per CEC 210.8(A)(2).
55. Provide a specification/cut sheet for the tankless water heater. Mandatory measures of the Cal. Energy Code require that the gas line for the new water heater be sized for a demand of 200,000 BTU’s. Provide a gas line schematic that indicates BTU values of all existing and proposed gas appliances, the developed length from the meter to each appliance outlet, the minimum pipe size and the proposed gas pipe material. [CPC 1215.0 and Table 1215.2(1) for natural gas] [CA Energy Standard 150 (n)]
56. Please provide a loop vent diagram for the island/peninsula sink in Bar area. The return bend used under the drainboard shall be an assembly of a 45 degree, a 90 degree and a 45 degree elbow in the order named. CPC 909.1
57. Please specify minimum 4” waste drain to serve 4 or more water closets and proposed fixture unit load. [CPC Table 703.2]
58. Show how provision for makeup air is accomplished for dryer in Laundry Room. When a clothes dryer is installed in an enclosed space (defined by having a volume of less than 50 cu ft per 1000 BTU/h of appliances in the space by CMC 205.0), a minimum opening of 100 square inches for makeup air shall be provided. 59. Since “Gym Room” could be construed as a sleeping room, please provide a smoke detector in this room. Smoke detectors are required in each sleeping room, outside each sleeping area and on each story of the dwelling. Smoke detectors shall be listed to comply with UL 217. - (First Review Comment #52): On Electrical Plan, show that all receptacles serving kitchen countertops shall be GFCI protected per CEC 210.8(A)(6). Countertop receptacles shall be located so that no point along the wall line is more than 24 inches from a receptacle outlet. (CEC 210.52(C)(1). In addition, CEC Section 210.12 requires arc-fault circuit-interrupter protection in kitchens in addition to GFCI protection. (CEC 210.52(C)(1)&(2). Please show combination GFCI/AFCI receptacles.
**Please show additional AFCI/GFCI receptacles along kitchen countertop to comply with spacing requirements.
- (First Review Comment #56): Please provide a loop vent diagram for the island/peninsula sink in Bar area. The return bend used under the drainboard shall be an assembly of a 45 degree, a 90 degree and a 45 degree elbow in the order named. CPC 909.1
**On loop vent diagram, please indicate that there shall be no upstream fixtures and show required cleanouts.

Architectural/ Structural:
- (First Review Comment #23): For the wrought iron guard at top of interior stair, please provide manufacturer’s specification and details of attachment to clearly indicate how the rail shall be capable of resisting a 50 lb. linear per ft. load and a 200 lb. concentrated load per ASCE 7-10, 4.5.1. [CBC 1607.8.1] Clarify if the product is fabricated (welding) by an approved fabricator. If so, please specify the metal building fabricator and verify if they are accredited as an approved fabricator through International Accreditation Service (IAS) or American Institute of Steel Construction (AISC). If not accredited as an approved fabricator, special inspection is required for structural steel.
Note on plans that at completion of fabrication, the approved fabricator shall submit a certificate of compliance to the building inspector stating that the work was performed in accordance with the approved construction documents. [CBC 1704.2.5.2]
(Second Review Comment #5): **Please provide additional documentation from “Fortress Railing Systems” which shows that attachment meets the structural requirements indicated above and that the calculations are for a 42” high guard rail.

However, there was no engineering information to show compliance with the structural requirements of the attachment. Please provide.
