General:


1. Please provide an updated plan review letter or review form from the geotechnical engineer of record confirming that the proposed plans are in general conformance with the recommendations of the soils report. The review form is located at http://www.sccoplanning.com/PlanningHome/Environmental/GeologyandSoils.aspx.


2. California Energy Compliance:  The CF1R forms have requirements for HERS field verification.  Please note that HERS certification is required on the cover sheet of the drawings (for Verified Existing Conditions). [CA Administrative Code 10-103(b)3]


Architectural/ Structural:


3. Please provide specifications to demonstrate that the new (and relocated) windows and doors on this project will fully comply with the following minimum code requirements. Clearly indicate that the existing window(s) must have a maximum U factor per Energy Documents.
       Residential Windows and Door Code Requirements:
a. Tested and labeled to comply with the AAMA standards per CRC, Sec. 609.3.
b. Safety Glazing testing and labeling per CRC, Sections. 308.1 & 308.4
c. Energy testing and certification per CEnC, Sec. 110.6


4. In each sleeping room, a window complying with “Emergency Escape and Rescue Openings” requirements per CRC R310.1 is required. The minimum net clear opening height shall be 24 inches.  All emergency escape and rescue openings shall have a minimum net clear opening of 5.7 square feet.  The minimum net clear opening width shall be 20 inches.  Windows used as emergency egress shall have the bottom of the clear opening not greater than 44”, measured from the floor. 


Please label Window #3 as meeting escape requirements.


Clarify that windows in existing bedrooms are not being replaced. If so, when a non-compliant window is replaced in a sleeping room of an R-3 occupancy and it is required to be an emergency escape and rescue window, the replacement window must comply with the emergency escape and rescue provisions of California Residential Code Section R310.1. This also applies in “Dining/Family” room due to the fact it could be used as a bedroom.  The existing single hung windows do not comply.


5. For new exterior siding, provide installation specification on plans to show compliance with a weather-resistant exterior wall envelope per CRC R703.1.


6. For proposed composition roofing, indicate that roofing shall be installed per manufacturer’s specifications. (CRC R905)


7. Energy Compliance Documents show that the new attic is ventilated with a radiant barrier, but plans show that the new attic is unventilated (in this case, a radiant barrier is ineffective). Please correlate—update Energy Compliance or update drawings (keeping in mind that the west eave cannot have vents due to proximity of property line per CRC Table R302.3(1)).


8. Note on plans that for all remodels, insulation meeting the mandatory feature requirements in the California Energy Code shall be installed at ceilings, walls, floors and water pipes, when these areas are exposed during remodeling.  [§12.10.250(A)2 SCCC]



Mechanical/ Electrical/ Plumbing:


9. Receptacle outlets in Laundry Room shall be AFCI protected as well as GFCI protected. Please show combination GFCI/AFCI receptacles. Please show using symbols on Electrical Plan and update second note in upper right hand corner of Sheet A6.  ((CEC 210.52(F), CEC 210.12(A)).


10. Please specify lighting and/or switch choices on the floor plan that meet the 2019 California Energy Code section 150(k). Notation alone is not acceptable. Please update Exterior Light Note on E.1 which refers to the 2016 CEnC, to 2019.


Bathrooms, Garage, Laundry Rooms, and Utility Rooms: At least one luminaire in bathrooms, garages, laundry rooms, and utility rooms must be controlled by a vacancy sensor. Please revise the plans to include this requirement. [CA Energy Standard 150(k)(2)(J)]


Dimmers or vacancy sensors shall control all luminaires required to have light sources compliant with Reference Joint Appendix JA8 per Table 150.0-A. Exceptions are provided for closets smaller than 70 ft2 in floor area and light fixtures for hallways. [CA Energy §150.0(k)2.K] Show compliance for lighting in Living Room.


11. Please provide a gas line schematic that indicates BTU values of all proposed gas appliances, the developed length from the meter to each appliance outlet, the minimum pipe size and the proposed gas pipe material. CPC 1215.0 (and Table 1216.2(1) for natural gas) [CA Energy Standard 150(n)]


12. Please note on plans that any new appliances (installed as part of any remodel, addition or new construction) shall be Energy Star appliances per Santa Cruz County Code 4.201.1.2.


13. Show how provision for makeup air is accomplished for dryer.  When a clothes dryer is installed in an enclosed space (defined by having a volume of less than 50 cu ft per 1000 BTU/h of appliances in the space by CMC 205.0), a minimum opening of 100 square inches for makeup air shall be provided. CMC 504.4.1.
