Please revise the plans to show any required upgrades for accessible features. 11B-202.3 Alterations Where existing elements or spaces are altered, each altered element or space shall comply with the applicable requirements of Division 2, including Section 11B-202.4. ALTERATION - A change, addition or modification in construction, change in occupancy or use, or structural repair to an existing building or facility.
2. Please include the occupancy classification and type of construction on the cover sheet of the drawings. CBC Ch. 3 and Ch. 6
3. Please indicate minimum R-11 insulation in the wall cavities if the building is conditioned space. CA Energy Code 141.0(b)1B
4. Please clarify if any electrical repairs or other alterations are proposed and include this work on the drawings.

1. The revised plans need to be stamped and signed by a CA licensed engineer or architect. Civil Engineer Ron Belknap’s stamp and signature appears on the previous set of plans but not on the revised set.
2. Please complete and submit the previously requested cost documentation form that identifies areas of accessibility compliance. http://www.sccoplanning.com/PlanningHome/BuildingSafety/Accessibility.aspx . The cover sheet of the plans indicates the building was brought up to ADA standards under a 2014 building permit. However, no features are shown to verify this. Also, the 2013 CBC was in effect at that time. Please verify that the required accessible features meet current 2019 CBC. A California Access Specialist or a licensed architect who is familiar with current standards may be needed to assist you. CBC 11B-202.4

Hi Billy,
The cost documentation form indicates that the existing restroom does not currently comply and will continue to be out of compliance. The response letter indicates it complies with current code. The plans do not include grab bars, fixture mounting details and specifications in order to verify compliance or not. Does the restroom comply with the details below? If so, revise the form and email it to me. If not, the $7000 needs to be applied to upgrading the restroom. FYI: Make sure the accessible parking complies. That is the most litigated area, so money should be spent there first if it doesn’t comply.

1. C0: The site plan indicates new accessible parking. If this is no longer in the proposed scope of work, please delete or provide notation that this is not part of the scope of work for this permit.

2. C0: There is a note that the project is ADA compliant per a previous permit. The previous permit B-141510 was for a tenant improvement. There were improvements made to accessibility, however the existing site and structure are not currently fully compliant. Please either remove the note or indicate that there was partial compliance due to the scope of work of permit B-141510. CBC-202.4

3. C0: Please note on the plans that accessibility improvements will be satisfied by the new sidewalk at the building entry as reference on sheet C2. The construction cost for this work exceeds the minimum $7,000.00 required by the scope of this project. CBC-202.4

4. Please delete sheet A3 from the plan set at resubmittal.
