1. Please include the geotechnical report for retaining wall design criteria.

  2. A1.1. Please delete “Refer Separate Permit” at the retaining wall note on the upper left side.

  3. Please include details at the condition where the retaining wall is not in a straight line.

 

4. Special inspection is required for soils and piers. This may be inspected by the geotechnical engineer. Please complete and submit a special inspection form

PLG-240 that includes the  

agreement page and Statement of Special Inspection. The project engineer is responsible for indicating the special inspection items. This form is available under “forms” at http://www.sccoplanning.com/PlanningHome/BuildingSafety.aspx . [CBC 1704]

  5. Please include total length of retaining wall and estimated heights. Permit fees are based on the face areas of the retaining walls.

1. The civil sheets show a retaining wall with a fence at the entrance off of Highway 9 . Key notes refer to structural plans for details. However, this wall is not shown on structural sheets S-1, nor is it shown in the geotechnical report. Please coordinate the civil, structural, and geotechnical information regarding this wall. Provide structural calculation and details for this wall. Include vehicular surcharge where applicable.

  2. Please specify fence and/or gate height. Wood and steel fencing over eight feet high require building permits. Concrete and masonry fences more than six feet in height measured from the lowest grade to the top of the wall shall require a building permit. Clarify if a gate is intended and

provide applicable details.

  3. Please submit a revised special inspection form PLG-240 from Special Inspections_PLG240.pdf (sccoplanning.com) to include welding for the soldier beams. Also, the special inspection agency for welding may not be the engineer of record. Please see pages 8 and 9 of the form for a list of approved inspection agencies. CBC 1704.5

  4. After the geotechnical report has been reviewed and accepted by the Santa Cruz County civil engineer from Environmental Planning, and plans have been revised accordingly, please provide a plan review from the geotechnical engineer of record confirming that the proposed plans are in general conformance with the recommendations of the soils report.

1. G0.1: In addition to the partial demolition of the structure, please update the project description to include the 7 site retaining walls. Please specify the proposed length and height of e ach wall. Please identify each wall with either a number or location description. Please include identification on applicable plan sheets.

2. S-1, 2/S2: The use of wood support posts or poles in all required structural retaining walls located on private property that are associated with habitable structures, required access roads and driveways, and required slope stability walls t h at create or protect the development envelope, is prohibited. Although wood has the strength and can be calculated to show it can achieve the required safety factors, it does not possess the longevity or fire resistivity to more permanent l y resist natural forces and surcharges to maintain required safety factors for structural retaining wall supports in all locations and uses. 3. Welding is a special inspection item. Either complete the previously required special inspection form PLG 240 or provide the following required information for fabricator approval of shop welding. Special inspections required by Section 1705 are not required where the work is done on the premises of a fabricator registered and approved to perform such work without special inspection. Approval shall be based upon review of the fabricator's written procedural and quality control manuals and periodic auditing of fabrication practices by an approved special inspection agency. At completion of fabrication, the approved fabricator shall submit a certificate of compliance to the building official stating that the work was performed in accordance with the approved construction documents. 17042.5.2

4. Upon approval of plans by all agencies please provide an updated form PLG 300 per Environmental Planning requirements.

2. 4/S2: Welding is a special inspection item. The Engineer of record may not provide this inspection. This requirement has been repeated in multiple reviews. Please update the Special Inspection Form PLG-240 in the supplemental file. The form in the current supplemental file is outdated. You may download a copy of this form from our website at http://www.sccoplanning.com/ (go to the Handouts & Forms tab on the Planning Dept. home page). Note: Selected inspection agency must be pre-approved by the Building Official. Refer to the approved agency list at the end of the document.

3. S1, S2: The note at the retaining wall adjacent to the highway indicates a new steel soldier pier retaining wall Per detail 2/S-2: Detail 2/S-2 indicates wood posts. Please update the detail with steel posts per previous review comment, the wall supports a vehicle driving surface. Calculations for wood posts are not an accepted alternative per County Ordinance SCCC 12.10.215(M). In addition, the current detail indicates the horizontal retaining members on the out bound side of the structural posts. Please clarify the proposed detail.

Form PLG-240: Thank you for clarification that the soldier beam corner connection is intended to be shop welded. As stated in previous reviews, shops that do welding need to provide certification of compliance to AWS standards. Please see section 1705.2(4)b, page 3 of the PLG-240. Please mark the form and provide the shop certification document.
