1. A combined Soils and Geologic Report Review application has been created, REV221147, to review the report from CE&G dated May 27th, 2022. Please include this report in your supplemental docs during the next routing. The report review fees will need to be paid before the report reviews can move forward. Design criteria for the proposed mitigation system was not included in the report. Please request your consultants provide an addendum to their report outlining design debris flow velocity, debris impact force, minimum structure height, and impact orientation of the debris flow to the mitigation system.
2. Per County Code Section 7.79.100 (Best Management Practices for Construction Activities), please submit a stormwater pollution control plan that meets the requirements set forth in the County’s Construction Site Stormwater Pollution Control BMP Manual. The Manual may be found on our website: www.sccoplanning.com under the “Environmental” tab, “Erosion and Stormwater Pollution Control”, then “Construction Site Stormwater BMP Manual”. Part 2 of the manual lists Stormwater Pollution Control Plan requirements; please use this as a guide for preparing the plan. At a minimum please include:
A. Location of equipment/materials storage and staging areas;
B. Proposed construction waste control measures;
C. Proposed sediment control measures; and
D. Seed and straw mulch specification per Part 2 Section of the Manual.
3. Please provide a grading and drainage plan prepared by a licensed civil engineer or architect with sufficient detail regarding existing and proposed grades and drainage patterns (locations of ravines, drainage courses and pathway of off-site drainage) to illustrate compliance with CBC Section 1804. Please note that swale details must include an erosion-resistant lining type and outlet treatment that dissipates energy from the concentrated runoff.
4. Please provide grading (cut/fill) volumes for any necessary overexcavation and recompaction of subgrade soils, as outlined in the geotechnical report; revise the grading plan to include the lateral extents of overexcavation and recompaction in plan and cross-sectional views, and notes regarding minimum relative compaction requirements.
5. Please update the plans to include a “limits of grading and disturbance” line that includes all areas to be disturbed during construction, including, but not limited to: areas to be graded (including fill keyways), used as staging/storage/stockpile locations during construction, leach fields, and utility/stormwater trenches. Please note that the “limits of grading and disturbance” line must include area required for equipment access.

1. The combined soils and geologic report review application, REV221147, is currently being reviewed by County staff. Further comments may be made after review of the report.

Please include the updated report in your supplemental docs during the next routing, the report is currently labeled as a “draft”.
Design criteria for the proposed mitigation system was not included in the report. 2. The proposed debris wall will need a riparian exception and a streambed alteration agreement from CDFW. Please contact Logan Thompson to start the riparian exception application process.

3. Please provide a grading and drainage plan prepared by a licensed civil engineer or architect with sufficient detail regarding existing and proposed grades and drainage patterns (locations of ravines, drainage courses and pathway of off-site drainage) to illustrate compliance with CBC Section 1804.
The grading and drainage plan does not currently show details for the proposed retaining wall and debris flow wall. The civil sheets appear to be referencing permit number APP-221075.

1. The combined soils and geologic reports have been reviewed and accepted. Please see letter dated 10/26/2022 and Comments A-C, below.
A. All project design and construction shall comply with the recommendations of the report;
B. Final plans shall reference the subject report by title, authors, and date. Final Plans should also include a statement that the project shall conform to the report’s recommendations; and
C. After plans are prepared that are acceptable to all reviewing agencies, please submit a completed Soils (Geotechnical) Engineer Plan Review Form and Geologist Plan Review Form to Environmental Planning. The Consultants Plan Review Form (Form PLG-300) is available on the Planning Department’s web page. The authors of the geology and soils reports shall sign and stamp the completed forms. Please note that the plan review forms must reference the final plan set by last revision date.

4th Review Comments 9.22.23

 

1.       Submit a copy of the final Geotechnical Design and Debris Flow Hazard Risk Assessment Report by Cal Engineering and Geology dated June 24, 2022.  

 

2.       The location of the debris flow impact walls was changed without approval or comment by the project geotechnical engineer and geologist. Please submit an addendum to the Geotechnical Design and Debris Flow Hazard Risk Assessment Report which includes additional recommendations for the new location of the impact walls for review by the County Geologist.  It is likely that the location of the walls will return to the original location in the stream channel.  Further review comments may be made once the location has been determined. See 2nd review comments which state “the proposed debris wall will need a riparian exception and a streambed alteration agreement from CA Dept of Fish and Wildlife”.

Page 23 of the Geotechnical Report states “we recommend that the upper 18 inches of the site soils be recompacted in areas where new fill and other improvements are planned as described in our recommendations”. And page 33 states “excavations for this project will include subexcavation of existing and fill and alluvial soils”. Please revise plans accordingly.

 

4.       Provide cross sections through areas of deepest cut and fills.

 

5.       After plans are prepared that are acceptable to all reviewing agencies, please submit a revised Soils (Geotechnical) Engineer and Geologist Plan Review form (PLG300).
