Review No:1 Stormwater Management Review 8/8/2024 Application No.: APP-241041 APN: 038-216-29 Reviewer: Robert Parker 1st Routing Comments The application to remodel an existing single-family dwelling, and construction of an attached Accessory Dwelling Unit has been received by the Stormwater Section of the County of Santa Cruz. The submittal has not been approved, please review and address each of the comments below (all applicants are required to follow the design requirements as outlined in the County of Santa Cruz Design Criteria referred to as the CDC hereon). The CDC can be found on the internet by navigating to County of Santa Cruz Public Works Department, Stormwater, Design Criteria (http://www.dpw.co.santa-cruz.ca.us/). 1. It appears Appendix A contains errors in calculation. Please clearly denote on the plans, all new and/or replaced impervious and semi-impervious surfaces (including the driveway) planned as part of this project. Semi-impervious surfacing without liners (such as gravel, base rock, paver blocks, porous pavement, etc.) may be counted at 50% for project threshold determination purposes. Retention measures and semi-impervious surfaces shall be used as a priority where feasible. The site plans show an existing AC driveway. Please assess whether semi-impervious surfaces are feasible for the driveway. If semi-impervious surfaces are not feasible, please provide technical documentation explaining why and show how runoff from these surfaces will be conveyed, controlled, and mitigated. 2. Per Part 3, Section H.2.h, of the CDC, “Retention facilities with concentrated storage shall be located at least 10 feet from any habitable or high value structure (unless specifically approved by the project geotechnical engineer)”. Pleaseprovide a signed, stamped letter of approval from the project geotechnical engineer reviewing and approving the final stormwater management design. 3. Private drainage facilities should not be directly connected to existing infrastructure within the right of way. 4. Please provide a maintenance schedule on the plans thatincludes inspection frequency, signs of failure, and maintenance requirements for each of the stormwater mitigation features proposed.
Comments 5 and 6 below are notifications to the applicant of holds that may be placed on the permit once it is ready to be issued by the Planning Department. These items are not required to be addressed/completed prior to resubmittal. 5. Please notarize and record a maintenance agreement (SWM-25A form) that includes the approved drainage plan and maintenance schedule as a packet. It will be the responsibility of the property owner to inspect and maintain all drainage features. Please contact the County of Santa Cruz Recorder’s office for appropriate recording procedures. The maintenance agreement form can be picked up from the Public Works office or can be found onlineby navigating to County of Santa Cruz Public Works Department, Stormwater, Permit Requirements, SWM-25A. 6. Upon approval of the project, a drainage “Hold” may be placed on the permit and will be cleared once the construction is complete and the stormwater management improvements are constructed per the approved plans: In order to clear the Hold the Designer must inspect the drainage improvements on the parcel and provide public works with a letter and photographs confirming that the work was completed per the plans. The Designer’s letter shall be specific as to what was inspected (such as invert elevations, pipe sizing, the size of the mitigation features and all relevant design features). Notes of “general conformance to plans” are not sufficient. After receiving the requested information above, further comments may be made following the resubmittal. The applicant is encouraged to discuss the above comments with the reviewer, Robert Parker, to avoid unnecessary additional routings. Information & Threshold Determination form.

of the proposed permeable pavers (portion of driveway, side of property, back
of property). Provide legend for all hatching, shading, and line types.
3.
Private drainage facilities should not be
directly connected to the existing County of Santa Cruz infrastructure within
the right of way.
4.
Please provide a maintenance schedule on the
plans that includes inspection frequency, signs of failure, and maintenance
requirements for each of the stormwater mitigation features proposed.
