Please address the following comments:

1.       If a licensed architect or engineer has provided a design, a signed stamp must be on each sheet representing their work.

2.       Sheet CVR: The Sheet Index does not match this plans submittal. Ensure each sheet is identified in the Index prior to resubmittal.

3.       Sheet CVR: Include the County of Santa Cruz Amendments under the “Applicable Codes”.

4.       Sheet CVR: Specify the occupancy classification R-3 under the “Project Data”.

5.       Sheet CVR: Note a minimum of 65% demolition and construction waste shall be recycled. (CRC R334.1)

6.       Sheet CVR: This building appears to be located in a High Fire Severity Zone designated by the OSFM. Note this information under the “Project Data”.

7.       Sheet A1: Show the minimum front, side, and rear building setbacks to each lot line.

8.       Sheet A1: Show the North orientation arrow on the plan. The “Site Vicinity” map does not provide sufficient information for plan review.

9.       Sheet A-1: Note storm water protection measures shall be implemented at the initial stage of construction activity through the use of a barrier system, wattle, or other approved method. (CalGreen 4.106.2)

10.   Sheet A1: Show 5% directional arrows away from foundation walls where impervious surfaces are not provided within 10’ of the building. (CRC R401.3)

11.   Sheet A1: Show the size and location of the new water meter and show the size and route of water pipe to the ADU. If supply is taken from the residence, show the total number of drainage fixture serving each building and justify the residences water pipe is adequately sized for supply and distribution to each building. (CPC 610.3 and 610.4)

12.   Sheet A1: Show where the LPG tank is located and show the gas pipe size, length, and material type to the ADU. (See the CPC Section 1215.1 for the minimum size based on the material type, pipe length, and pressure drop)  

13.   Sheet A1: Show the point of connection to the serving electric utility and show the route of feeders to the ADU.

14.   Sheet A1: Show where the existing septic tank and leach lines are located.

15.   Sheet A1: Show a 3” minimum sanitary sewer lateral between the septic tank and ADU and provide a 2-way cleanout to grade at the lower end of the drainage pipe. (CPC 719.1)

16.   Sheet A-2: Show tempered glazing in the 2040 window adjacent to the front door. (CRC R308.4.2(1))

17.   Sheet A-2: Show tempered glazing in the 3040 master bathroom window. Additionally, show tempered glazing in the 3020 shower area window if the bottom exposed edge is less than 60” off the floor. (CRC R308.4.5)

18.   Sheet A-2: The garage shall be separated from the dwelling and its attic space by not less than 1/2" gypsum board applied to the garage side of the common walls and ceiling. (CRC R302.6)

19.   Sheet A-2: Doors that separate the garage from dwelling shall be solid core wood or honey comb steel, or 20-minute fire rated, and equipped with a self-closing and self-latching device. (CRC R302.5.1)

20.   Sheet A-2: Show the area of floor used for parking of automobiles sloped to facilitate the movement of liquids toward the main vehicle doorway. (CRC R309)

21.   Sheet A-2: Submit details that illustrate reinforcement for the installation of future grab bars at one water closet and one bathtub or shower location. (CRC R327.1.1)

22.   Sheet A-2: Show an attic access not less than 22”x 30” in a readily accessible location. (CRC R807.1)

23.   Sheet A-3: Show the following roof ventilation calculations, (1200/150=8sf.) on the plan and specify the size and minimum number of ventilators required. (CRC R806.2)

24.   Sheet A-3: Roof top vents shall have screen openings not less than 1/16” and no greater than 1/8” constructed of non-combustible material. Additionally, remove notation to the “Turbine Vents” unless they meet the requirements for wildfire exposure and are listed on the OSFM’s approved materials list. 25.   Sheet A-3: Roof covering materials shall have a Class “A” fire resistance-rating. (CRC R337.5)

26.   Sheet A-3: Valley flashing, if provided, shall be not less than 26 gage over one layer of 72-pound mineral-surfaced cap sheet at least 36 inches wide. (CRC R337.5.3)

27.   Sheet A-3: Roof gutters shall be provided with the means to prevent the accumulation of leaves and debris in the gutter. (CRC R337.5.4)

28.   Sheet A-4: Roof Eaves and Soffits shall be non-combustible material, ignition resistant material or one layer of 5/8” Type X exterior rated gypsum sheathing applied behind an exterior covering on the underside of the eave or soffit. (CRC R337.7.5)

29.   Sheet A-4: Exterior porch ceilings shall be non-combustible material, ignition resistant material, one layer of 5/8” Type X exterior rated gypsum sheathing applied behind an exterior covering on the underside of the porch ceiling, or an assembly approved by the OSFM. (CRC R337.7.7)

30.   Sheet A-4: Exterior siding shall be either non-combustible material, ignition resistant material, one layer of 5/8”  Type X exterior rated gypsum sheathing applied behind an exterior covering, or an assembly approved by the OSFM. (CRC R337.7.3)

31.   Sheet A-4: Exterior windows and glazed door assemblies shall be constructed with a minimum of one pane of tempered glass or not less than a 20-minute fire resistance rating. The exterior door surface shall be non-combustible or fire-resistant, or 1-3/8” solid core wood. Raised panels shall be a minimum 1-1/4” thick tapering to not less than a 3/8” tongue. (CRC R337.8)

32.   Sheet A-4: The exterior garage door shall resist the intrusion of embers from entering by preventing gaps between doors and door openings, at the bottom, sides, and tops of doors, from exceeding 1/8”. Gaps between doors and door openings shall be controlled by one of the following methods, (a) Weatherstripping materials that have been tested in accordance with ASTM D638, (b) Door overlaps onto jambs and headers, (c) Garage door jambs and headers covered with metal flashing. (CRC R337.8.4)

33.   Sheet A-4: Prior to Building Permit final approval, the property shall be in compliance with the vegetation management requirements, commonly called “defensible space”, prescribed in California Public Resources Code 4291.

34.   Sheet A-4: Verify if the ADU will be assigned a separate building address. If so, show the approximate location at the front of the building with approved identification signage, and submit a completed and signed County of Santa Cruz Street Addressing Service Request Form. (CRC R319)

35.   Sheet A-5: Submit details that illustrate how roof ventilation air will be allowed to flow between enclosed rafter bays and exhausted at the upper and lower roof vents. (CRC R806.1)

36.   Mechanical Comment: Review and revise all outdated “Mechanical Plan Check Notes” to show compliance with the current 2022 code cycle.

37.   Mechanical Comment: Show the location of an indoor quality fan not less than 57 cfm. (Title24 Pg.11/12)

38.   Mechanical Comment: Show a kitchen exhaust hood not less than 100 cfm. (CMC Table 403.7)

39.   Mechanical Comment: The Title24 certificate of compliance requires a VCHP heat pump appliance without ducting. Remove all registers, return air grille, and ducting from Sheet M-1 and show the location of all air handlers and the heat pump. (Title24 Pg.10/12)

40.   Electrical Comment: Show a busbar rating not less than 225A at the main electrical service panel with a Type 1 or Type 2 surge protection device. Revise all plans accordingly. (CEnC Section 150.0 (s)3) and CEC Article 230.67)

41.   Electrical Comment: Electrical outlets, switches, and controls shall be located not more than 48" to the top of the outlet box and not less than 15" measured from the bottom of the outlet box above the finished floor. Revise all plans accordingly. (CRC Section R327.1.2)

42.   Electrical Comment: Show dedicated 240V branch circuit wiring, (50A minimum capacity) within 36” of the kitchen cooktop, having no obstructions. (CEnC Section 150.0(u))

43.   Electrical Comment: Show dedicated 240V branch circuit wiring, (30A minimum capacity) within 36” of the dryer, having no obstructions. (CEnC Section 150.0(v))

44.   Electrical Comment: Specify the electrical requirement for the heat pump water heater, as required by the manufacturers specifications/installation manual.

45.   Electrical Comment: Show an AC Disconnect for the HVAC heat pump.

46.   Electrical Comment: Note the following information for Energy Storage System Readiness and show the approximate location where future system components will be located; A. ESS-ready interconnection equipment with backed up capacity of 60 amps or more and four or more ESS supplied branch circuits or; B. Dedicated raceway from the main service to a subpanel that supplies the branch circuits; at least four branch circuits must be identified and have their source collocated at a single panelboard suitable to be supplied by the ESS and; C. Space must be reserved to allow future installation of a system isolation equipment/transfer switch within 3’ of the main panelboard, with raceways installed between the panelboard and the switch location to allow the connection of backup power source. (CEnC Section 150.0(s) and CRC R328.4)

47.   Electrical Comment: Show all garage outlets GFCI protected. (CEC 210.8)

48.   Electrical Comment: Provide a raceway not less than 1” diameter to accommodate a dedicated 208/240V branch circuit to facilitate future electric vehicle charging, in the garage. (CalGreen 4.106.4)

49.   Electrical Comment: Note all luminaires shall comply with CEnC Table 150.0-A and be high efficacy.

50.   Plumbing Comment: Remove reference to the gas utility meter and show a gas shut-off valve at the exterior wall. Additionally, verify if the County requires an automatic gas valve in the event of seismic activity.

51.   Plumbing Comment: Note all hot water line piping shall be insulated not less than the pipe diameter. (CPC 609.12)

52.   Plumbing Comment: Revise Sheet P-1 to show a heat pump type water and submit architectural details for installation of the appliance. (Title24 Pg.9/12)

53.   Sheet T24-1: Revise the fenestration/glazing square footage to 12 sf. on Pg.7/12 as illustrated on Sheet A-2.

54.   Structural Calculations: Revise the Building and Residential Code references on Pg.5/74 to show compliance with the current 2022 code cycle.

55.   Geotechnical Investigation, Pg.5/23: Update the “CBC Earthquake Design Criteria” code reference to show compliance with CBC 2022 and verify if the seismic design parameters comply with current code requirements. If so, ensure Sheet S-01 reflects any changes under “Design Data #4”.  

56.   Sheet S-01: Reference the geotechnical engineer, GeoEngineering, Inc., and Project No. P22-270, Dated October 10, 2022, on the plan.

57.   Sheet S-01: : Revise “Special Inspection Note #1” and the “Design Data Codes” to show compliance with the current 2022, (IBC 2021) code cycles.

58.   Sheet S-01: : Revise “General Notes #1” Building and Residential Code references, to show compliance with the current 2022 code cycle.

59.   Sheet S-01: Submit a completed and signed County of Santa Cruz Special Inspection and Testing Agreement form pursuant to CBC Section 1705.3 (3,000 psi Concrete Strength)

60.   Sheet S-03: Verify if this project requires structural observation pursuant to CBC Section 1803. If so, provide a prominent note on the plan, list what is to be observed, and when field reports shall be submitted to the Building official.

61.   Sheet S-03: Verify if the structural loads in this building assume a monolithic concrete pour. If so, note accordingly on plans. If not, provide a detail for cold joint construction.

62.   Sheet S-04: Specify mechanical connection between Beam CB1 and CB2. Detail 12/S09 does not appear to illustrate this information.

63.   Sheet S-07, Section A: Submit details that illustrate how the 2x covered porch rafters attach the exterior wall assembly.  

64.   Sheet S-07, Section A: Submit details that illustrate how the exterior walls of the roof dormer transfer to the double 2x roof rafters for lateral and wind uplift loads.
