Review No:1 Stormwater Management Review 10/1/2024 Application No.: B-245390 APN: 038-216-19 Reviewer: Robert Parker 1st Routing Comments The application to remodel an existing single-family dwelling has been received by the Stormwater Section of the County of Santa Cruz. The submittal has not been approved, please review and address each of the comments below (all applicants are required to follow the design requirements as outlined in the County of Santa Cruz Design Criteria referred to as the CDC hereon). The CDC can be found on the internet by navigating to County of Santa Cruz Public Works Department, Stormwater, Design Criteria (https://cdi.santacruzcountyca.gov/PublicWorks/FormsDocuments.aspx). 1. Please label a minimum 10-foot setback between retention facilities and any habitable or high value structures on the subject property and adjacent properties. If it is not feasible to locate the percolation wells a minimum of 10 feet from habitable or high value structures on both the subject property and adjacent properties, then please provide a letter from the geotechnical engineer that specifically states that the proximity of the percolation wells to habitable or high value structures will not pose any adverse impacts to the nearby structures. 2. Please provide a signed, stamped letter of approval from the project geotechnical engineer reviewing and approving the final stormwater management design. The letter shall reference the latest revision date of the plans reviewed. 3. Please submit an updated geologist report from Easton Geology referencing the latest civil plans with the stormwater runoff mitigation plan. 4. Per Part 3 of the CDC, “The Environmental Protection Agency (EPA) defines a class V injection well as any bored, drilled, or driven shaft, or dug hole that is deeper than its widest surface dimension, or an improved sinkhole, or a subsurface fluid distribution system.” Please notify and submit the necessary information required to the EPA. 5. The maintenance procedures noted on sheet C1 mention the property owner referring to the “Operation and Maintenance Manual” for the percolation drywells. Please be more thorough of what the signs of failures, maintenance procedures, and frequencies are so that the drywells can function as designed or supply the document with the next routing. 6. Retention measures and semi-impervious surfaces shall be used as a priority where feasible. The civil plans show an asphalt driveway being replaced with a concrete driveway. Please assess whether semi-impervious surfaces are feasible for the driveway. If semi-impervious surfaces are not feasible, please provide technical documentation explaining why and show how runoff from these surfaces will be conveyed, controlled, and mitigated. [consider the next feasible treatment system per Part 3, Section D.2.b of the CDC]. 7. Please provide a watershed area map designating all pervious and impervious areas that drain to each mitigation with the square footage of each area labeled. 8. Please clarify/update note on sheet A1.2 stating “All roof runoff to be directed to street drainage…” to direct drainage to percolation wells on-site as it is shown in the civil plans. Comments 9 and 10 below are notifications to the applicant of holds that may be placed on the permit once it is ready to be issued by the Planning Department. These items are not required to be addressed/completed prior to resubmittal. 9. Please notarize and record a maintenance agreement (SWM-25A form) that includes the approved drainage plan and maintenance schedule as a packet. It will be the responsibility of the property owner to inspect and maintain all drainage features. Please contact the County of Santa Cruz Recorder’s office for appropriate recording procedures. The maintenance agreement form can be found in Part 3 of the CDC. 10. Upon approval of the project, a drainage “Hold” may be placed on the permit and will be cleared once the construction is complete, and the stormwater management improvements are constructed per the approved plans: In order to clear the Hold the Civil Engineer must inspect the drainage improvements on the parcel and provide public works with a letter and photographs confirming that the work was completed per the plans. The Civil Engineer’s letter shall be specific as to what was inspected (such as invert elevations, pipe sizing, the size of the mitigation features and all relevant design features). Notes of “general conformance to plans” are not sufficient. After receiving the requested information above, further comments may be made following the resubmittal. The applicant is encouraged to discuss the above comments with the reviewer, Robert Parker, to avoid unnecessary additional routings.
