The application to construct a new residence and associated improvements has been received by the Stormwater Section of the County of Santa Cruz. The submittal has not been approved, please review and address each of the comments below (all applicants are required to follow the design requirements as outlined in the County of Santa Cruz Design Criteria referred to as the CDC hereon). The CDC can be found on the internet by navigating to Public Works Department, Design Criteria (https://cdi.santacruzcountyca.gov/PublicWorks/FormsDocuments.aspx).

1. Please show how stormwater runoff from the roof is conveyed, controlled, and mitigated in accordance with Part 3, Section D of the CDC.

2. Please specify the minimum width of the gaps between the pavers and specify the material that shall be placed in the gaps on Detail C/C4.

3. Please provide a signed, stamped letter of approval from the project geotechnical engineer reviewing and approving the final stormwater management design. The letter shall reference the latest revision date of the plans reviewed and shall correspond with the latest revision date of the plans submitted.

Comments 4 and 5 below are notifications to the applicant of holds that will be placed on the permit once it is ready to be issued by the Planning Department. These items are not required to be addressed/completed prior to resubmittal.

4. Please notarize and record a maintenance agreement with upslope runoff acknowledgement (SWM-25A form, https://cdi.santacruzcountyca.gov/PublicWorks/FormsDocuments.aspx) that includes the approved drainage plan and maintenance schedule as a packet. It will be the responsibility of the property owner to inspect and maintain all drainage features. Please contact the County of Santa Cruz Recorder’s office for appropriate recording procedures.

5. Upon approval of the project, a drainage “Hold” will be placed on the permit and will be cleared once the construction is complete and the stormwater management improvements are constructed per the approved plans. To clear the Hold, one of these options shall be exercised:
a.) The Civil Engineer must inspect the drainage improvements on the parcel and provide public works with a letter and photographs confirming that the work was completed per the plans. The Civil Engineer’s letter shall be specific as to what was inspected (such as invert elevations, pipe sizing, the size of the mitigation features and all relevant design features). Notes of “general conformance to plans” are not sufficient.
b.) As-built plans stamped by the Civil Engineer may be submitted in lieu of the letter. The as-built stamp shall be placed on each sheet of the plans where stormwater management improvements are shown.

After receiving the requested information above, further comments may be made following the resubmittal. The applicant is encouraged to discuss the above comments with the reviewer, Jennifer Buckley, to avoid unnecessary additional routings. An additional review fee shall be applied to all re-submittals starting with the third routing.

The application to construct a new residence and associated improvements has been received by the Stormwater Section of the County of Santa Cruz. The submittal has not been approved. Please address the comment below (also provided in the 1st routing).

Please provide a signed, stamped letter of approval from the project geotechnical engineer reviewing and approving the final stormwater management design shown on the civil plans (the submitted PLG-300 only references structural plans). The letter shall reference the latest revision date of the plans reviewed and shall correspond with the latest revision date of the plans submitted.

APN: 038-213-12 Reviewer: Jennifer Buckley 3rd Routing Comments - Approved

Based upon Stormwater Management's review of the submitted plans by Roper Engineering, dated 1 July 2024 with latest revision date of 10 March 2025, the application to construct a new residence and associated improvements (2,083 sq. ft. replaced impervious and/or semi-impervious area) has been approved. The plans show that runoff will flow to downspouts and splash blocks and the driveway will be constructed with semi-impervious pavers. If subsequent revisions are made to drainage patterns or impervious areas, then Stormwater Management requests to review the revised plans.
