  5. ORAL COMMUNICATIONS - Any person may address the Board during its Oral Communications period. Presentations must not exceed three (3) minutes in length or the time limit established by the Chair, and individuals may speak only once during Oral Communications. All Oral Communications must be directed to an item not listed on today's Consent or Regular Agenda, and must be within the jurisdiction of the Board. Board members will not take actions or respond immediately to any Oral Communications presented, but may choose to follow up at a later time, either individually, or on a subsequent Board of Supervisor's Agenda. Oral Communications will normally be received by the Board for a period not to exceed thirty (30) minutes. If, at the end of this period, additional persons wish to address the Board under Oral Communications, the Oral Communications period may be continued to the last item on the Regular Agenda.

GENERAL GOVERNMENT

6.   Accept claims as approved by the Auditor-Controller-Treasurer-Tax Collector (on file with the Clerk of the Board)

7.   Approve minutes of October 20, 2015, as recommended by the Clerk of the Board

8.   Approve the reading by Title of all ordinances considered for adoption that may appear on this agenda and further waive a detailed reading of said ordinances, as recommended by County Counsel

9.   Adopt ordinance adding Chapter 7.21 to the County Code relating to Recycling and Solid Waste Universal Service (approved "in concept" October 20, 2015, item No. 37)

10.   Schedule public hearing on Tuesday, November 10, 2015 at 9:00 a.m. or thereafter for special consideration of the Planning Department's decision regarding Application No. 151186 (Assessor's Parcel Number 032-222-16), located at 301 35th Avenue, Santa Cruz, as recommended by Clerk of the Board

11.   Schedule jurisdictional hearing on Tuesday, December 8, 2015 at 9:00 a.m. or thereafter regarding Application Number 151028 (Assessor's Parcel Number 054-182-06), located at 185 Via Campana, Aptos, as recommended by Clerk of the Board

12.   Adopt resolution amending Resolution No. 279-75 to implement Personnel actions relating to the position of Building Counter Supervisor, as recommended by the Personnel Director

13.   Adopt resolution accepting and appropriating unanticipated revenue in the amount of $252,116 from the Juvenile Title II Prevention and Intervention Grant and other State funds, authorize the Chief Probation Officer to sign the Title II Grant Agreement with the Board of State and Community Corrections, approve the addition of 2.0 Deputy Probation Officer I/II, 1.0 Accountant I/II/III, and 0.5 Housekeeper, and take related actions, as recommended by the Chief Probation Officer

14.   Adopt resolutions accepting and appropriating unanticipated revenue in the amount of $15,000 from the Sheriff's Office Civil Trust and in the amount of $15,000 from the Sheriff's Office General Services Fleet Division, as recommended by the Sheriff-Coroner

15.   Accept and file report on programming to support women’s rehabilitation in local jails, as recommended by the Sheriff-Coroner


16.   Accept notification of two at-large vacancies on the Board of Law Library Trustees, with nominations for appointment to be received on December 8, 2015, and final appointments to be considered on December 15, 2015, as recommended by Chairman Caput


17.   Approve appointment of Suzan Rowan to the Emergency Medical Care Commission, as the at-large representative of Watsonville Community Hospital, for a term to expire April 1, 2019, as recommended by Chairman Caput

18.   Defer report on Solar Photovoltaic Project Permit fees and Expedited Process and Self-Certification to December 8, 2015, as recommended by the Planning Director

19.   Defer consideration of ordinance for Safe Drugs and Sharps Disposal until November 10, 2015, as recommended by the Director of Public Works

20.   Defer report on a framework for Styrofoam collection until November 10, 2015, as recommended by the Director of Public Works
