1.   Public hearing held and report provided by the County Administrative Officer regarding the proposed 2003/2004 Budget;

by consensus, continued public hearing to 7:30 p.m. in the Santa Cruz Board of Supervisors Chambers; with additional direction to include in the Last Day Reports funding request for O'Neill Sea Odyssey

2.   Approved Department 3 and Index Code 130320, as recommended by the County Administrative Officer, including the items contained in Volume II; with additional direction to change the term of the Agricultural Biologist Aide positions from non-limited term to limited-term and designate their term to be twelve months

4.   Approved the Community Programs budget as described in Index Code 395200 in the Human Resources Agency budget, including the items contained in Volume II; with additional directions to return on Last Day with the following: (a) a report on what might be done within the next funding cycle about outcome based and needs alignment funding and budgetary implications for the staffing required to carry out the process; (b) Auditor provide a written report on local requirements for auditing community programs

5.   Approved Department 39 and all related Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II and supplemental budget recommendations; with additional directions to return on Last Day with the following: (a) an alternative funding plan for Veterans Services to remain at the Front Street location; (b) a report on ways to meet the match for the Vocational Tech School grant application; (c) information on land use restrictions at Emeline Street; (d) an opinion about General Assistance and the Board's discretion in regards to lawsuits; (e) a preliminary report on what would be involved in doing a children's budget next year during budget hearings; and further directed that staff report back at the first meeting in November 2003 on the issue of the Public Guardian's fees for services
