HEALTH SERVICES AGENCY

1.   Approved Department 36 and all associated Index Codes, as recommended by the County Administrative Officer, including the items contained in the Volume II, Supplemental budget recommendations and the Unified Fee Schedule, with the following changes:

(1) carryover the discussion of the O Unit to be considered with the sheriff's budget, along with the issue of co-pays in that unit and a report on the funds that would be expected to be generated by those co-pays;

(2) report back at the second meeting in September 2004 on the Hepatitis C program and how it is working;

(3) County Health Officer provide a report at the third meeting in August 2004 on the health status of the County;

(4) Last Day Report on Community Programs funded in the Health Services Agency with the following information: (a) last year's funding by program, (b) the percent of the decrease, (c) the dollars that would be required to fund the decrease up to a ten percent cut, (d) the dollars leveraged by the County dollars;

(5) Last Day Reports return with an analysis of the large increase in admits to the Dominican Mental Health Unit;

(6) adopted staff recommendations on Item Nos. 21 and 24 from the June 15, 2004 Board of Supervisors Meeting (see separate listed Items No. 2 and 3);

(7) Last Day Report on whether or not there is a Maintenance of Effort in the Initiative; and

(8) report in September 2004 on the cost for the Star program

2.   CONTINUED BOARD OF SUPERVISORS MEETING OF JUNE 15, 2004, ITEM NO. 21:

ADOPTED RESOLUTION NO. 215-2004 accepting and appropriating $41,239 of unanticipated Federal revenue into the Health Services Agency Alcohol and Drug Program budget; approved transfer of appropriations of $5,000 within the Probation Department budget; approved agreements with Pajaro Valley Prevention and Student Assistance increasing the maximum amount by $88,523 to $359,714 for juvenile drug court services, University of California, San Francisco increasing the maximum amount by $45,950 to $270,950 for program evaluation services, Santa Cruz Community Counseling Center increasing the maximum amount by $69,793 to $2,185,756 for drug treatment prevention services, Santa Cruz Community Counseling Center extending the term to June 30, 2008 and adding services to clients age 18-20, Janus of Santa Cruz extending the term to June 30, 2006, and authorized the Health Services Agency Director to sign, as recommended by the Health Services Agency Director

3.   CONTINUED BOARD OF SUPERVISORS MEETING OF JUNE 15, 2004, ITEM NO. 24:

APPROVED amendments to mental health agreements with Santa Cruz Community Counseling Center decreasing the maximum amount by $6,400 to $195,900, Volunteer Center increasing the maximum amount by $10,447 to $47,347, Youth Resource Bank increasing the maximum amount by $10,000 to $102,500, Santa Cruz Community Counseling Center increasing the amount by $365,074 to $5,727,978, Volunteer Center with no change to the maximum amount, and Front Street increasing the maximum amount by $6,000 to $3,443,500, and authorized the Health Services Agency Director to sign, as recommended by the Health Services Agency Director
