Approved Department 66 and all associated Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II and Supplemental Budget recommendations;
(1) public hearing held, to hear objections to the 2005/2006 Criminal Justice Administration Fee; closed public hearing and adopted RESOLUTION NO. 202-2005 amending Resolution No. 194-2004, enacting a revised Criminal Justice Administrative Fee effective August 1, 2005;
(2) accepted and filed report on the Jail overcrowding;
(3) approved supplemental financial items for the Probation Department, including the addition of 2.0 FTE Deputy Probation Officer II, extra help Typist Clerk II, and jail alternatives program funding;
(4) directed the Probation Department to return on August 16, 2005 with recommended agreements or requests for proposals for: (a) Electronic Monitoring ($35,000), (b) Warrant reduction Program ($40,000), and (c) Work Crew Project;
(5) authorized the Sheriff's Office to take over the duties of administering the County's abandoned vehicle abatement program, including the transfer of trust accounts from Public Works to the Sheriff's Office and the Vehicle to Fleet Operations for redeployment;
(6) authorized the addition of one full time Community Services Officer and one half-time Account Clerk and directed the Personnel Department to take the necessary actions to establish the positions;
(7) adopted "in concept" ordinance amending Chapter 9.57 relating to Abandoned Vehicles on Streets and Highways and return on August 2, 2005 for final adoption;
(8) requested the Auditor-Controller to establish a separate index number for the Abandoned Vehicle Abatement Program;
(9) approved independent contractor agreements with Bay City Tow, Pick-N-Pull and Dogherra's Towing for towing and removal services of abandoned vehicles for the period of July 1, 2005 through June 30, 2006;
(10) and approved the transfer, contingent upon approval of the 2005/2006 County Service Area (CSA) 9C budget (page 32-49), in the amount of $120,000 to the Abandoned Vehicle Abatement Trust Fund;
(11) with an additional direction that the Redevelopment Agency Housing Specialist work with GEMMA with the goal of providing affordable housing funds from redevelopment funds for a facility for them to provide housing for their program; and further directed that the Human Resources Agency, Health Services Agency and Probation meet with GEMMA to determine ways in which other departments in the county might participate in this effort and might have resources that would be supportive of this program and report back to the Board on September 13, 2005 on those issues; directed Sheriff Robbins to review the Friends Outside budget and see to it that they have the resources that they need to do their work; and a report back on December 13, 2005 with the information on the O Unit, Strip search area and the expansion of the kitchen
