ACTION SUMMARY MINUTES

1.   Public hearing held and report provided by the County Administrative Officer regarding the proposed 2007/2008 budget;

no one addressed the Board;

By consensus, continued public hearing testimony regarding the proposed 2007/2008 Budget Hearings to 7:30 p.m. in the Watsonville City Council Chambers

2.   APPROVED Community Programs budget, as described in Index Code 395200 in the Human Resources Agency budget, including the items contained in Volume II and the Supplemental budget;

(1) accepted and filed the fiscal year 2006-2007 annual report on Community Programs;

(2) directed the Human Resources Agency Director to return in September 2007 with a further report and recommendations on the implementation of the contract Management Center website;

(3) with an additional direction the Board receive a Last Day report on requests from the Seniors Council, Santa Cruz Women's Clinic, O'Neill Sea Odyssey and the YWCA Watsonville for supplemental funding

HUMAN SERVICES DEPARTMENT

3.   APPROVED Department 39 and all related Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II, and Supplemental Budget recommendations;

(1) accepted and filed report on the State and local efforts to meet the federal work participation rates;

(2) directed the Human Resources Agency Director to continue to implement activities to increase the county work participation rate as described in the Santa Cruz County CalWORKs Plan Addendum and the letter of the Human Resources Director of May 29, 2007;

(3) accepted revenue from the County Redevelopment Agency in the amount of $47,828; and

(4) accepted and approved the one-time only fiscal year 2007-2008 Human Resources Agency funding and expenditures for an amount not to exceed $31,500, as indicated in the supplemental budget financial detail

HEALTH SERVICES AGENCY

4.   APPROVED Department 36 and all related Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II, the Supplemental Budget recommendations and the Unified Fee Schedule;

(1) accepted and filed report on population management and medication options for Rountree/Jail Farm;

(2) approved transfer of 1.0 FTE Chief of Clinic Services, 0.5 FTE Medical Director and 0.5 FTE Physicians Assistant/Nurse Practitioner from the Health Services Agency to the Detention Bureau;

(3) approved the supplemental financial items for the Health Services Agency and incorporated these changes into the 2007-2008 Budget;

(4) approved the transfer of 1.0 Typist Clerk II, 2.0 Personnel Techs, and 1.0 Senior Personnel Analyst and funding from Health Services Agency to Personnel as detailed in the budget supplemental documents;

(5) approved various supplemental financial items for the Health Services Agency and incorporated the changes into the 2007-2008 budget;

(6) with additional direction staff report back in September 2007, with a report on mental health physician recruitment
