2.   APPROVED Department 51 and all associated Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II and the Supplemental Budget recommendations; (1) adopted RESOLUTION NO. 200-2007 amending Subdivision (E) of Section 165 of the Santa Cruz County Personnel Regulations; (2) authorized the Personnel Director, the Auditor-Controller, and the County Administrative Officer to take all necessary administrative actions to implement the provisions of the resolution; (3) approved the use of county vehicles and mileage reimbursement for all Planning commissioners when performing Planning Commission duties; (4) approved the transfer of 1.0 Typist Clerk II, 2.0 Personnel Techs, and 1.0 Senior Personnel Analyst and funding from Health Services Agency to Personnel as detailed in the budget supplemental documents; (5) adopted RESOLUTION NO. 201-2007 amending Section 164 of the County Personnel Regulations; and (6) authorized the Personnel Director and the County Administrative Officer to take all necessary administrative actions to implement the provisions of the resolution

COUNTY ADMINISTRATIVE OFFICE

5.   APPROVED Department 18 and all associated Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II and the Supplemental Budget recommendations; accepted and filed the status report on the development of the 2007-2008 State Budget; accepted and filed report on the annual pesticide use and Integrated Pest Management (IPM) activities; approved the amended IPM Policy for fiscal year (FY) 2007-2008; and approved additional funding increases in FY 2007-2008 Community Programs contracts for Court Appointed Special Advocates (CASA) in the amount of $55,000; Homeless Services Center in the amount of $40,000 (one time only); Mountain Community Resources in the amount of $65,000; and Survivors Healing Center in the amount of $5,000, as indicated in the supplemental budget financial detail
PCABCOS Supervisor Pirie abstained only on Senior Citizens Legal Services (SCLS) in the Supplemental Budget recommendations because her husband is employed by SCLS

GENERAL SERVICES

8.   APPROVED Department 33 and Department 30 and all associated Index Codes, as recommended by the County Administrative Officer, including the items contained in Volume II, the Supplemental Budget recommendations and Unified Fee Schedule; (1) accepted and filed report on the Employee Vanpool Program; with additional direction that the Board receive a Last Day report on the amount of funds needed to avoid raising the cost of participating in the vanpool for employees;

(2) authorized General Services to seek external/grant funding for replacement vanpool vehicles; with additional direction for a Last Day report on possible funding from the Air Quality Control Board for such purchases;

(3) accepted and filed report on County Fire Alternative Service Delivery and Financing Options;

(4) directed Emergency Services/County Fire to begin the process to hold a Proposition 218 election by mail to increase the County Service Area 48 fee by $49.41 per fire flow unit for fiscal year 2008/2009; and

(5) authorized the Office of Emergency Services to contract for services associated with conducting the mail ballot election and associated public education program, in an amount not to exceed $50,000
