              County Administrative Officer

         18.  AWARDED contract to Kase Pacific Construction in the
              amount of $31,786 for the Main Jail Entrance Concrete
              Walk and Stairs project; authorized the General
              Services Director to notify the contractor and sign
              the contract agreement and associated documents on
              behalf of the Board; and authorized the General
              Services Director to approve change orders and
              encumber $3,179 in addition to the contract amount to
              cover change order expenditures, as required, as
              recommended by the Director of General Services


         19.  APPROVED addition of half-time accounting assistant
              for the Santa Cruz County Regional Transportation
              Commission, as recommended by the Executive Director
              of the Regional Transportation Commission

         20.  APPROVED appointment of Cathy Harshman to the Children
              and Youth Commission for a term to expire April 1,
              2005, as recommended by Supervisor Pirie

         21.  APPROVED reappointment of Supervisor Beautz to serve
              as the County's representative on the California State
              Association of Counties Board of Directors, and
              reappointed Supervisor Campos to serve as the
              alternate, as recommended by Chairman Campos

         21.1 ACCEPTED AND FILED status report on energy crisis and
              County Utility Tax; with an additional direction that
              the County Administrative Officer report back on or
              before November 20, 2001 

         22.  ACCEPTED AND FILED report on the need to continue the
              state of local emergency relative to the transmission
              of HIV through contaminated needles, as recommended by
              the Health Services Agency Administrator

         23.  APPROVED gross pay adjustments in the amount of
              $358.40 and $136 for two Human Resources Agency
              Employees, as recommended by the Human Resources
              Agency Administrator

         24.  ACCEPTED AND FILED report on Emergency Pre-eviction
              services for families; authorized the Human Resources
              Agency Administrator to negotiate a $50,000 contract
              with the Community Action Board for emergency pre-
              eviction services for families with children and
              return on or before November 6, 2001 for approval of
              the agreement, as recommended by the Human Resources
              Agency Administrator

         26.  ACCEPTED AND FILED report resuming responsibility for
              mobile home park inspections with a further report on
              October 23, 2001, as recommended by the Planning
              Director

         27.  ACCEPTED low bid of Granite Construction Company in
              the amount of $827,278 for the 2001/2002 Pavement
              Management Dig-out project; authorized award of
              contract; and authorized the Director of Public Works
              to sign the contract on behalf of the County, as
              recommended by the Director of Public Works

         28.  ACCEPTED low bid of Earthworks in the amount of
              $26,720 for the County Service (CSA) Overlay project
              for Forest Glen, CSA No. 36 (District 2) Sunlit Lane,
              CSA No. 42 (District 3) and Sunbeam Woods, CSA No. 44
              (District 5); authorized the award of contract; and
              authorized the Director of Public Works to sign the
              contract on behalf of the County, as recommended by
              the Director of Public Works

         29.  APPROVED Contract Change Order No. 3 in the amount of
              $20,708.52 for the 2000/2001 Pavement Management
              Slurry Seal project; authorized the Chairperson of the
              Board to sign the contract; and approved related
              actions, as recommended by the Director of Public
              Works

         30.  DEFERRED recommendations from the Parks Commission
              regarding Proposition 12 until January 8, 2002, as
              recommended by the Director of Parks, Open Space and
              Cultural Services

         31.  AS THE BOARD OF DIRECTORS OF THE PAJARO STORM DRAIN
              MAINTENANCE DISTRICT, APPROVED Harkins Slough Pump
              Station cooperative agreement with Pajaro Storm Drain
              Maintenance District and Pajaro Valley Water
              Management Agency in a not-to-exceed amount of $51,869
              and authorized the District Engineer to sign the

              Santa Cruz County Code relating to voluntary
              compliance with packaging reduction goals and approved
              related actions; accepted and filed report on
              voluntary compliance with the packaging reduction
              goals of Chapter 5.46 of the Santa Cruz County Code;
              approved "in concept" ordinance amending Chapter 5.46
              of the Santa County Code regarding environmentally
              acceptable packaging materials and referred the
              ordinance to the Environmental Coordinator for
              California Environmental Quality Act review; and
              directed the Public Works Department to return the
              ordinance on or before December 11, 2001 for final
              adoption

              designation. Application No. 00-0473;
              closed public hearing; ADOPTED ORDINANCE NO. 4640
              amending Chapter 13.10 of the Santa Cruz County Code
              by rezoning a portion of Assessor's Parcel No. 110-
              071-12 from Commercial Agriculture (CA) to
              Neighborhood Commercial (C-1) to maintain consistency
              with the Neighborhood Commercial (N-C) General Plan
              designation of this portion of the site; and certified
              the Notice of Exemption as complying with the
              requirements of the California Environmental Quality
              Act (CEQA)

         36.  CONSIDERED report on Affordable Housing in Santa Cruz
              County;
        (A)   conducted workshop on Affordable Housing;
        (B)   accepted and filed report and the attachments;
        (C)   directed staff to return on November 6, 2001 with a
              report that includes, but is not limited to, the
              following: a) report on the ramifications of raising
              the percent of redevelopment funds available for
              affordable housing; b) report on the issue of linkage
              raised by the City of Watsonville; c) information
              generated on the possibilities for second units on
              agricultural land; d) County Counsel report on the
              status of the University of California in relation to
              local ordinances; e) staff analysis of the Housing
              Advisory Commission recommendations on in-lieu fees;
              f) a preliminary report on potential rezoning of
              multi-residential uses of various large suitable
              parcels in various parts of the county; g) the history
              of and potential for planned unit developments in the
              County; h) the impact of changing floor area ratios to
              40% instead of 50%; i) legal information on the number
              of people that can live in one unit; j) statistical
              information on the numbers and needs of renters;
              k) strategies for preserving multi-residential sites
              for the maximum use possible, looking at existing
              constraints to establish actual development potential
              including sites located near transportation corridors
              throughout the County; l) present economic modeling
              information to address the elasticity of market
              pricing versus what is generated and how we can
              maximize our opportunities; m) information on the
              number of units rented and those used by home owners;
              n) the impact of increasing the percentage of
              affordability required on annexations of Redevelopment
              areas, and on larger developments; o) provide
              information relative to vacation rentals versus
              permanent housing and how many exist; p) information
              on the size of the general plan area and the actual
              acreage covered in relation to the number of homes and
              the number of affordable units; q) information on
              methods to expand second units including subsidizing
              the fees; r) identify any remaining high density
              properties and consider the possibility of purchasing
              identified parcels; s) evaluate the
              advantages/disadvantages of reinstituting county-wide
              H-site designations; t) identify strategies to attract
              employers to our community that pay better; u)
              identify the advantages of increasing the 15 percent
              rate of affordability on certain projects, where
              appropriate; v) possibility of expanding the number of
              mobile home parks and increasing the use of
              manufactured homes and constructing more agricultural
              housing including those under State programs; w)
              identify the recommended changes to the County First
              Time Home Buyer Program; x) and further encouraged
              Board members to submit letters with other concrete
              proposals for housing initiatives on November 6, 2001

              WABPC
