Meeting Minutes

April 11,2003

 

Present:  Alan Hiromura, Linda Starn, Kim Austin and Nancy Goodban

 

  1. Meeting called to order at 12:33 pm.
  2. Introduction of committee members.  Nancy Goodban will be leaving the committee in June.
  3. No additions or deletions to the agenda
  4. No oral communications from the community.
  5. Minutes from 3/14/03 approved (Austin 1st, Hiromura 2nd). 
    1. Kim to follow up about donation of stipend money from Sheriffs office to the Commission and report back at next meeting.
  6. Report back on questionnaires to date
    1. Alto Counseling- Alan has been in contact with them to refine the questions
    2. Nothing from Civil Courts yet
  7. Report back about the Courts questions in the questionnaire
    1. No criminal courts stats available- Alan to recontact in June.
  8. Work plan for the Research and Development/Annual Report Committee
    1. Plans reviewed from United Way CAP report put out by Dominican, Santa Clara, and San Diego.  Group would like some personal touch.
    2. Cover letter from Sheriff
    3. Intro:  mission of DV Commission.   Purpose of the report: to provide info to stakeholders, to provide info to help programs know where to target services. 
    4. Audience: stakeholders - programs, policy makers, community at large.  Acknowledgements.
    5. Background: what is DV and why it is important, why it is difficult to intervene and address
    6. Organize as to flow of process of domestic violence incident. Intersperse with pictures and personal quotes.

                                                               i.      Law and reporting, medical and advocates

                                                             ii.      Child witness (data from What Works)

                                                            iii.      Initial services for victims and families (data from victim advocates, victim witness, CPS)

                                                           iv.      Prosecution (data from DA)

                                                             v.      Convictions (courts -civil and criminal)

                                                           vi.      Post-conviction interventions (data from batterers groups and Probation)

                                                          vii.      Summary: data on the funnel... comparing the number of reports to the number of prosecutions and the number of convictions.  Report as % intake/prosecution/conviction

                                                        viii.      In each of the data sections there would be:  (a) background/context, (b) 1 or 2 data charts or tables, (c) a summary of current services and programs (d) future plans including what is currently being planned as well as ideas that should be considered (d) Report rate as rate/1000

    1. Potential to input data via web from agencies
    2. Goal to present at DV commission at May meeting.
  1. Data from Sheriff’s Department shared by Nancy
    1. Sheriff collects more than What Works and DV questionnaire.  They only collect codes 273.5 and 243E1.

                                                               i.      Suggest taking the DV questionnaire and using that data for What Works and having the Sheriff stop using spreadsheet from the 2 codes unless they are using it for themselves. 

                                                            ii.      Nancy to check with Sheriff- Susan Rosario and Heather Harris

    1. Keep DV questionnaire the way it is for the first year.
    2. Alan to send to Nancy the Sheriff’s responses for this 1st year
    3. Stipend- Need to ask permission from Packard to allow Sheriff to give stipend to DV Commission.  The Chiefs have to agree then What Works ask permission.
  1. Nancy to ask Applied Survey Research for census breakdown, by city, county and ethnicity.
