Under general supervision, compute charges and collect fees for the dumping of refuse at disposal sites; keep accurate records of fees collected and amount of refuse dumped; measure, inspect, and weigh refuse to determine refuse quantity and type; direct traffic at the working face of the landfill; and perform other duties as required.


Cashier-Disposal Site inspects trucks and other vehicles unloading solid waste materials at disposal sites and computes charges and collects disposal fees. This classification is distinguished from Disposal Site Maintenance Worker by the latter's responsibility for building and ground maintenance. Positions in the class may voluntarily participate in and receive training in a twelve-month Heavy Equipment Operator/Disposal Site Maintenance Worker Training Program. One position in this class may be designated as a Cashier/Heavy Equipment Operator/Disposal Site Maintenance Worker Trainee. Participation in the training program does not guarantee placement or promotion to any other job classification.


Tasks performed by all assignments: Inspect trucks and other vehicles hauling refuse to determine proper classification of waste materials according to established regulations and policies; measure the size of truckloads or trailer loads of refuse to be disposed; compute the total volume and calculate fees; collect fees and issue receipts; operate electronic scales; identify restricted hazardous materials and refer haulers to appropriate agencies or sites; maintain records of cubic yardage dumped by commercial collection companies and other charge account customers; direct truck and vehicle operators to proper refuse unloading areas; total receipts daily; prepare and make bank deposits; balance and reconcile cash to recorded revenues; maintain daily and monthly records of receipts and cubic yardage dumped; answer questions and handle complaints from the public concerning disposal site operations; lift and move disposed of objects; direct and control traffic; visually inspect and clean scale house area; direct the public in proper dumping of recycling materials and restricted hazardous materials; may refuse entry to persons not conforming with landfill regulations; rotate with other cashiers to direct and control traffic in the dumping area; prevent the public from salvaging or being in a restricted area where heavy equipment is working.

Additional tasks performed by Cashier/Heavy Equipment Operator/Disposal Site Maintenance Worker Trainee assignment: may receive training in the safe operation and routine maintenance of landfill and heavy equipment, building and grounds maintenance, and other duties as assigned.

Education and Experience:

Any combination of education and experience that would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

One year of experience involving maintaining or processing accounting or financial records, bookkeeping, or performing cashiering duties.

Formal education in bookkeeping or accounting may be substituted for up to six months of the required experience, on the basis of three semester units for two months of experience.

Special Requirements/Conditions:

License Requirement: Possession of a valid California class C driver license, or the ability to provide suitable transportation which is approved by the appointing authority. Cashier/Heavy Equipment Operator/Disposal Site Maintenance Worker Trainee assignment: Must possess a California Class B driver license permit to participate and must obtain a California Class B driver license within 6 months of being in the position.

Background Investigation: Fingerprinting is required.

Special Working Conditions: Exposure to variable temperatures and weather conditions; high levels of noise; strong, unpleasant odors; infections which might cause chronic disease or death; dust; and, allergies, such as stinging insects and poison oak; the possibility of experiencing burns, bodily injury and contact with toxic substances or chemical irritants.

Other Special Requirements: All assignments: Incumbents are required to work weekends and holidays. Cashier/Heavy Equipment Operator/Disposal Site Maintenance Worker Trainee assignment: Alcohol and drug tests will be administered to all candidates prior to final selection for positions requiring class A or B driver licenses upon entry and to employees in positions requiring these licenses, as mandated by Department of Transportation federal regulations. In addition, all candidates must provide specific employment history for up to the past ten years for all jobs they have held which required operation of a commercial motor vehicle.
