COUNTY OF SANTA CRUZ
DEFINITION
Under direction of the Director of Information Services the GIS Manager will coordinate and manage GIS applications and projects; will oversee and direct County-wide conversion efforts and applications development; will work with and coordinate GIS activities between various groups, agencies, departments, or individuals; will represent the County GIS functions at the local, regional, state and federal levels and do other work as required.
DISTINGUISHING CHARACTERISTICS
This single class position is responsible for
planning and managing the County’s Geographic Information System.
The position will act as a liaison with Information Services for
technical support, and the various other County departments utilizing GIS or
requiring GIS services. This classification is distinguished from other decentralized
information systems managers by the specialization in geographic information
systems. The classification is also
distinguished by the necessity to provide GIS services to all County
departments, other government agencies and the private sector.
TYPICAL TASKS
Coordinates among the various County
departments to promote and maximize the use and activities of GIS technology.
Insures the quality of County’s GIS data, to include currency,
geographic and content accuracy, completeness, and registration amount the
various map layers. Directs,
through subordinate GIS staff, the activities associated with the maintenance of
the County’s GIS technology. Provides
written and oral progress reports and updates to department head, oversight
committees, and the Board of Supervisors. Staffs
Departmental Liaisons, and other groups established to coordinate GIS
activities. Insures adherence to
accepted GIS data standards (e.g. the FGDC data standard).
Controls access to County’s GIS data as appropriate.
Oversees distribution of GIS data to County departments, other government
agencies, and the public. Directs
and participates in the analysis and design of new or revised GIS applications.
Monitors and supervises the development and implementation of such
systems by subordinate GIS staff. Develops
and implements GIS strategic, long term, plan for the County.
Develops, directs, and coordinates the implementation of goals,
objectives, policies, procedures, standards, and work programs for the GIS unit.
Participates in regional GIS data development and sharing efforts.
Directs GIS Service Bureau staff. Develops
and administers GIS budget; administers billing for GIS services; pursues
alternate funding sources for GIS. Promotes
use of GIS by County departments and insures that the geographic information
needs of all County departments are met with maximum utilization of existing
resources. Assigns requests for GIS
services to subordinate GIS staff, according to complexity and technical
difficulty. Administers licensing
agreements, memorandum of understanding, marketing agreements, and use
agreements. Reviews and upgrades
system hardware and software as system design and requirements change. Responds to public information requests, and develops public
information policies and procedures.

STANDARDS
Knowledges:
A
thorough knowledge of the principles, practices and trends of GIS technology
and application.
A
thorough knowledge of GIS Software.
A
working knowledge of programming languages used with GIS software.
Some
knowledge of related technologies, such as GPS, photogrammetry, and remote
sensing.
Some
knowledge of cartopgraphic mapping principles.
Some
knowledge of computer and network hardware and software.
Some
knowledge of database software.
Some
knowledge of survey principles and practice.
Some
knowledge of principles and techniques of management and supervision,
including budgeting.
Some
knowledge of operation, function, and capabilities of client/server and web
based technologies.
Some
knowledge of the functions and services provided by local governments.
Some
knowledge of laws governing local records.
Ability to:
