DEFINITION

Under direction, plan, direct, coordinate, schedule and review the work of the Construction or Solid Waste Section of the Public Works Department.

DISTINGUISHING CHARACTERISTICS

Positions in this class are responsible for managing the Construction or Solid Waste Section of the Public Works Department. This class is the management level class in the technical engineering series. Incumbents supervise a staff of engineers, engineering aides and other support staff. In addition to supervising the work of staff, incumbents perform the most difficult and complex technical engineering work and serve as technical experts in reviewing and analyzing technical engineering issues. This classification differs from the classification of Senior Civil Engineer, in that the latter is the supervisory class in the professional engineering series and may approve engineering drawings.

TYPICAL TASKS

Plan, organize, supervise, train, and evaluate the work of subordinate staff performing technical engineering projects related to roads, sewers, storm drains, refuse disposal sites, bike paths and street maintenance; assist subordinate engineering personnel with difficult engineering problems; plan, organize and direct office and field engineering personnel in connection with the construction and improvement of public works projects; gather and compile data; develop policies and procedures to meet changing requirements and implement as approved; may perform the most difficult and complex engineering work; prepare and/or supervise the preparation of construction estimates for inclusion in the budget; develop proposed section budget; coordinate section activities with other sections, County departments and other agencies; serve as a staff resource to boards, committees, commissions and task forces as required; maintain liaison with the State, other cities and private organizations; may act for an Assistant Director of Public Works as assigned; meet with sub dividers, engineers and State agencies to resolve particularly difficult problems; provide technical assistance to staff and the public; attend and participate in conferences and meetings; may input, access and analyze data using a computer.

Education and Experience:

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Five years of increasingly responsible public works engineering experience, including two years of experience in the designated specialty area.

Possession of a valid California Class C Driver's License or the ability to provide suitable transportation which is approved by the appointing authority at the time of appointment.
