Under general direction, incumbents plan, develop, organize, analyze, direct and evaluate a variety of programs in the Parks, Open Space and Cultural Services Department (POSCS); assess community needs for recreation programs, facility requirements, art and cultural programs, and special events; develop program budgets; obtain grants, administer contracts, and develop revenue sources to fund the various programs; and do other work as required.
Positions in this class manage a variety of POSCS programs through the subordinate level classification, Recreation Coordinator. Recreation Coordinators implement and coordinate the daily activities of the programs developed by the Recreation Supervisor. The Recreation Coordinator may assist in the development and supervision of the programs.
Recreation Supervisor differs from the higher position of Parks Manager – Recreation & Cultural Services in that the latter has overall responsibility for the development, implementation, and coordination a variety of recreation, art and cultural, or operational and administrative programs in the Facilities Management or Public Services divisions of POSCS.
Positions in this class are assigned to a variety of program areas. Tasks may include, but are not limited to the following:
ALL POSITIONS: Independently develops, organizes, schedules, directs, and assesses the programs to which the incumbent is assigned; assesses community needs; develops funding sources to implement the programs, including grant development, fund raising, fee schedules, and community outreach; develops and monitors the budgets; develops, evaluates, and administers contracts; plans staffing levels for programs; selects, evaluates, and trains staff, including volunteer and seasonal workers; develops operational standards, policies, and procedures pertaining to assigned programs; plans and prepares marketing and promotional materials; monitors and supervises the purchase of supplies and furnishings; provides staff support, liaison and advice to commissions, committees and community organizations; assesses safety and risk potential and plans programs and events to reduce County liability; prepares reports and correspondence; attends meetings and conferences; and substitutes for subordinate staff as needed.
FACILITIES: Implements policies and manages the use of County park facilities including buildings, athletic facilities, rental units, unimproved land designated for future development, and designated parking facilities; monitors facility leases and rentals; negotiates and monitors concession operations; manages the computerized reservation system; and may develop and implement interpretative programs, including supervision and coordination of the volunteer docent program.
RECREATION: Manages any combination of recreation programs, such as youth recreation, softball, senior activities, teen activities, promotion and publicity, and special events.
CULTURAL SERVICES: Coordinates public art projects; coordinates workshops in cooperation with local artists, educational organizations and community groups; maintains the inventory and coordinates the display of county owned artwork; and assists in the exchange of exhibits.

Training and Experience
Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Completion of a four year college program with core course work in recreation, business administration, public administration, recreational therapy, occupational therapy, adaptive physical education, fine arts, or a discipline related to the program assignment and one year of related experience which would demonstrate the possession of the knowledge and abilities.
Completion of a two year college program with course work in recreation, business, public administration recreational therapy, occupational therapy, adaptive physical education, fine arts, or a related field and two years of experience planning and coordinating recreation programs, art and cultural programs, special events, or facilities management.
OR
Four years of experience planning and coordinating recreation programs, art and cultural programs, special events, or facilities management.
A Master’s degree in recreation or a related field may substitute for up to 6 months of the required two years of experience coordinating or supervising recreation program activities or special events.
Note: Selective recruitment or certification to positions may be based on the working knowledge and abilities required for the program assignments e.g. facilities management, recreation, or cultural services.
Possession of a valid California Class C Driver License or the ability to provide suitable transportation which is approved by the appointing authority.
