DEFINITION

Under general direction, plan, organize, direct and coordinate all activities of the County’s Homeless Services Program; develop and implement program objectives; coordinate the integration of diverse program components; ensure compliance of administrative and legislative mandates; and perform related duties as required.

DISTINGUISHING CHARACTERISTICS

This single-position class is responsible for directing, planning, developing, implementing and overseeing a comprehensive homeless services system. This class is distinguished from the Assistant Director – Health Services Agency or Human Services Department in that the latter assists the Department Director with overseeing the overall coordinated services and functions of the Department and assumes full responsibility in the absence of the Department Director. This class acts as the official representative for the County on homelessness and leads the implementation of the countywide strategic plan on homelessness.

EDUCATION AND EXPERIENCE

Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Equivalent to a Bachelor's Degree from an accredited college or university in Business or Public Administration, Social Sciences or a related field.

AND

The equivalent of six years of full-time professional experience managing a behavioral health, health services or social services program in a public or non-profit agency.

A Master's Degree may be substituted for one year of experience

SPECIAL REQUIREMENTS:

License Requirement: Possession of a valid California Class C Driver License, or the ability to provide suitable transportation, which is approved by the appointing authority.

Background Investigation: Fingerprints are required.

Other Special Requirements: Availability to work a flexible schedule including evenings and weekends. Physically and mentally capable of performing the classifications essential functions as summarized in the typical tasks section of this specification.
