DEFINITION
Under general direction, plan, organize, direct and coordinate all activities of the County’s Homeless Services Program; develop and implement program objectives; coordinate the integration of diverse program components; ensure compliance of administrative and legislative mandates; and perform related duties as required.
DISTINGUISHING CHARACTERISTICS
This single-position class is responsible for directing, planning, developing, implementing and overseeing a comprehensive homeless services system. This class is distinguished from the Assistant Director – Health Services Agency or Human Services Department in that the latter assists the Department Director with overseeing the overall coordinated services and functions of the Department and assumes full responsibility in the absence of the Department Director. This class acts as the official representative for the County on homelessness and leads the implementation of the countywide strategic plan on homelessness.
TYPICAL TASKS
- Plan, organize, direct and evaluate the delivery of outcome based County-wide comprehensive integrated homeless programs;
- Develop policy recommendations and program strategies;
- Direct, coordinate and participate in the development and delivery of division goals, objectives, policies, procedures and priorities that provide homeless services for the community and conform with all applicable regulations, codes and legal requirements;
- Direct, develop, administer and monitor the division budget;
- Direct a professional staff responsible for researching, analyzing, interpreting and presenting work related to homeless projects and programs;
- Represent the County to outside groups and organizations;
- Develop and maintain effective collaborative relationships with various community groups and non-profit agencies that serve the homeless;
- Develop procedures and systems forshelter, encampment and navigation center services;
- Monitor effective use of Federal andState grants dealing with affordable housing and homelessness;
- Develop and implement policies andprocedures;
- Oversee grantwriting activities and contracts related to service delivery;
- Participate in and may leadcommittees and/or commissions;
- Make written and oral reports andpresentations;
- Select, evaluate and supervise subordinate professional staff.

- Homeless programs and continuum of care programs, including trends in research;
- Social welfare and housing issuesspecific to homeless population and those at risk for homelessness;
- The principles, practices andmethods of training, mentoring and supervision;
- Government mandates, fundingsources, organizational structures and related public services as theyrelate to the homeless population;
- The function and services of public,nonprofit and private agencies that work with the homeless;
- The principles and practices ofgrant writing, application and administration;
- The principles and practices ofbudget preparation and administration.
- Federal, State and local rules, regulations, policies and laws regarding homelessness and financing;

- Evaluate homeless programs using outcome data to determine effectiveness of program components and recommend program modifications as necessary;

- Develop, administer and manageDivision budget to meet division goals;
- Develop and maintain successfulpartnerships with other departments, officials, private and publicagencies and the members of the public;

EDUCATION AND EXPERIENCE
Any combination of education and experience which would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Equivalent to a Bachelor's Degree from an accredited college or university in Business or Public Administration, Social Sciences or a related field.
AND
The equivalent of six years of full-time professional experience managing a behavioral health, health services or social services program in a public or non-profit agency.
A Master's Degree may be substituted for one year of experience
SPECIAL REQUIREMENTS:
License Requirement: Possession of a valid California Class C Driver License, or the ability to provide suitable transportation, which is approved by the appointing authority.
Background Investigation: Fingerprints are required.
Other Special Requirements: Availability to work a flexible schedule including evenings and weekends. Physically and mentally capable of performing the classifications essential functions as summarized in the typical tasks section of this specification.
