  DEFINITION
Under direction, to plan, assign and review the work of the
Human Services Data Applications Specialist unit responsible for supporting
system users on the use of data applications and assisting with the resolution
of system problems; and to perform other work as required.
 
DISTINGUISHING CHARACTERISTICS
This single position
class functions as a first line supervisor over the Human Services Data
Applications Specialist unit staff responsible for system problem research and
assistance to staff using human services data applications. The incumbent is
responsible for planning, assigning, reviewing and approving the work of
subordinates. This class is distinguished from Eligibility Supervisor I in that
the latter is responsible for the supervision of staff engaged in determining
eligibility and providing employment services to applicants and recipients of
public assistance programs.
 
TYPICAL TASKS
 
 - Plans, assigns and reviews the work of a unit of Human
     Services Data Applications Specialists, MEDS operators (Medi-Cal
     Eligibility Data Systems quality assurance staff) and clerical staff. Coordinates
     work assignments of assigned staff, reassigns staff as needed, and may
     provide back up coverage. 
 
 - Makes hiring recommendations and/or selects subordinate
     staff. Trains, supervises, develops and evaluates subordinate staff.
 
 - Provides analysis of problem areas reported by department
     end users and identifies needed system or business process improvements.
     Advises and collaborates with supervisors, analysts, managers and other
     staff on system issues and problem resolutions. Escalates issues to
     appropriate technical staff or state system staff to obtain technical
     answers for problem resolution. 
 
 - Identifies criteria and business needs for system
     improvements and assists the vendor in creating the change request. Assists
     in recommending and creating requirements for future system improvements.
 
 - Conducts staff meetings to discuss status of problems
     identified and under discussion with the project vendors, application
     problems, tips, and approaches to processing human services applications.
     Identifies when new or revised information needs to be issued to end user
     staff and others.
 
 - Participates in planning and establishing unit procedures
     and policies and gives input concerning system policies and procedures.
 
 - Reviews and assesses implementation of recommendations
     received from consortium and determines if resolution is acceptable or
     should be challenged.
 
 - Represents Applications Support unit and human services
     management at program committees, internal conference calls and consortium
     level conference calls as directed.
 
 - Prepares correspondence and reports, including gathering
     information for and preparing statistical reports as required. 
 
 - May act as a resource for Staff Development trainings,
     provide support to trainer and attend unit/division meetings to provide
     feedback. May provide information for curriculum development and/or
     present information to staff attending a training class. 
 
 - Performs other related tasks as assigned.
 
 
EMPLOYMENT STANDARDS
 
Thorough knowledge of:
 - The fundamentals of income maintenance programs. 
 
 - Human services data applications and related State and
     local automated programs from a user perspective. 
 
 - Federal, State and local regulations governing public
     assistance eligibility programs. 
 
 - The principles, practices, policies and procedures of programs
     supported by the human services systems in use in the County
      of Santa Cruz.
 
 
Working knowledge of:
 - The principles and techniques of supervision and training.
     
 
 - The sources of information necessary to determine
     eligibility of applicants for various aid programs.
 
 - County/Department standard office automation software.
 
 
Some knowledge of:
 - The basic principles and practices of system configuration
     and hardware and network connectivity.
 
 
Ability to:
 - Interpret laws and regulations relevant to human services
     systems and data applications utilized at the County of Santa
       Cruz.
 
 - Assess and resolve human services system user and
     application problems. 
 
 - Conduct research into technical system problems and user
     issues and communicate findings and issues to local and statewide data
     applications staff. 
 
 - Prepare clear and concise reports and technical
     communications. 
 
 - Supervise personnel, participate in and conduct meetings,
     and deal effectively with employees and the public.
 
 - Work cooperatively with vendors, consortiums, state
     representatives, technical staff or others outside of the unit or
     department.
 
 - Set performance standards tied to organizational goals in
     order to enhance staff efficiency and productivity.
 
 - Use good judgment and work with minimal direction.
 
 - Gain a basic familiarity with the operating systems and
     general office software commonly utilized in the department.
 
 
Education and Experience:
 
Any combination of training and experience that would
provide the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
Two years of experience as a Human Services Data Applications Specialist or Eligibility Supervisor I. 
OR
Completion of 60 semester units or 90 quarter units at an accredited college or
university, including at least 12 semester or 18 quarter units in psychology,
sociology, social welfare, computer science, business, office technology,
information systems or a closely related field. 
and
One year of experience as a Human Services Data Applications Specialist,
Eligibility Supervisor I or equivalent class.
SPECIAL REQUIREMENTS:
 
License: Possession and maintenance of a valid
California Class C Driver License.
Background Investigation: Fingerprint check.
