DEFINITION
Under direction, to manage information technology operations
and projects for a functional area, including operational and strategic
planning, resource allocation, budgeting, and staffing; and to do other work as
required.
DISTINGUISHING CHARACTERISTICS
Incumbents are typically responsible for managing a single IT
function in a County department. This class differs from the IT Manager II
class in that the latter is typically responsible for multiple IT functions in
a County department or for a countywide functional area. Errors affect the
assigned department or business area.
TYPICAL TASKS
- Manages an IT function, supervising staff and/or assigned
supervisors directly. Mentors and fosters professional development of
staff.
- Develops and leads the implementation of strategic and operational
plans, policies, and procedures for a single facet of County business.
- Develops alternate project plans, problem resolutions, and
project budgets based on customers’ needs and financial and/or staff
constraints.
- Manages timelines and resource allocations for multiple
projects.
- Makes formal recommendations regarding tools, techniques,
and methodologies for a department.
- Develops, prepares and monitors program budget.
- Spends part of their time as an individual contributor to
the department or function.
- Performs other related duties as required.

Thorough
knowledge of:
- Current principles, practices, methods and tools used in
overseeing the design, development, support and/or implementation of
software and hardware solutions, systems, or products in the functional
area of the assignment.
- Principles and methods used in hardware and software acquisition
and integration.
- The principles of systems and procedures analysis.
- The principles, practices and methods of project
management.
- Methods and techniques of problem-solving in the
functional area of the assignment.
Working knowledge of:
- Methods of long-term strategic management and technical
planning.
- Methods and techniques of developing and monitoring project

- The tools and languages used in the department or
assignment area.

- Methods and techniques of developing and monitoring program
budgets.

Ability to:
- Manage an IT functional area in a County department
effectively.
- Develop, interpret, revise, and apply operational policies
and procedures appropriately.
- Demonstrate detailed understanding of customers’ needs and
business practices.
- Perform requirements analysis and produce requirements
documentation, functional specifications, use cases and entity
relationship diagrams.
- Exercise initiative, ingenuity and sound judgment in
solving difficult administrative, technical and personnel problems.
- Develop innovative solutions to meet customers’ needs.
- Demonstrate strong business process and project management
skills, including setting goals and priorities, increasing efficiency.
- Manage projects, with own staff or in matrix managed
structure, including creating and managing project plans, schedules,
resource allocations and risk.
- Integrate applicable local, State and Federal policies
into County operations.
- Set standards of performance tied to organizational goals
to control, develop and enhance productivity of staff.
- Report resource allocations and project staffing needs.
- Prepare clear and concise administrative and technical
reports.
- Define problem areas, collect and evaluate data, validate
conclusions, and make recommendations.
- Develop and monitor program budgets.
- Present and explain technical concepts to technical and
non-technical staff.
- Produce results in a timely and efficient manner for own
work and work of direct reports.
- Coordinate and work with external entities.
- Use good judgment and work with minimal direction.
- Work cooperatively and effectively with other staff
members, customers, vendors and contractors.
- Communicate effectively, both orally and in writing.
Education and Experience:
Any combination of training and experience that would
provide the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
BA/BS from an
accredited college or university in computer science, business or public
administration or a related field and one year of IT management or IT supervisory
experience.
OR
Associate’s Degree from
an accredited college or university in computer science, business or public
administration or a related field and two years IT management or IT supervisory
experience.
OR
Three years of IT
management or IT supervisory experience.
SPECIAL REQUIREMENTS:
Background Investigation: Some positions may require
fingerprinting and/or background investigation.
License: Possession and maintenance of a California
Class C Driver License.
Other Special Requirements: Availability to work
irregular hours, which may include evenings, nights, weekends and holidays.
