DEFINITION

Under direction, assist in the planning and supervision of the Road Repair and Maintenance, Sanitation, Fleet Services, or Solid Waste Divisions' activities and facilities; supervise staff assigned to a variety of activities; evaluate personnel and equipment safety, and institute appropriate safety programs; act in the absence of the Superintendent or manager or others; and perform other duties as required.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from the higher level classifications of Road Superintendent, Sanitation Superintendent, Public Works Manager-Disposal Site, and Assistant Public Works Director by having responsibility for assisting in planning and supervising a division's activities. This classification is distinguished from the lower level classifications of Public Works Supervisor and Supervising Heavy Equipment Mechanic which are the first full supervisory levels over road or drainage maintenance, sanitation maintenance, mechanic or landfill personnel.

TYPICAL TASKS

Tasks performed by all assignments: Review and determine work priorities and staff assignments; through subordinate supervisors, direct work crews performing routine maintenance and emergency repair work; prepare cost estimates of labor and materials; assist in developing contract specifications for equipment and services; requisition materials and supplies; work with the Superintendent or Manager to train, evaluate and monitor the work performance of subordinate supervisors; coordinate work with subordinate supervisors, County engineers and other State and local agencies; review, establish, initiate and monitor safety and training requirements and procedures for personnel and equipment; review and investigate accidents; respond to hazardous waste spills; respond to public inquiries and complaints; assist in the preparation and administration of the operating budget; and, act in the absence of the Superintendent or Manager.

Additional tasks performed by Road assignment: Assist the Road Superintendent in planning, evaluating and supervising a large staff performing a wide variety of road projects including structural road and bridge repair, installation and maintenance of traffic control markings, road signs, traffic signals, and parking zones; supervise the maintenance of bike lanes and traffic islands; coordinate county-wide seal coating road projects; maintain inventory of road equipment and supplies; inspect road repairs and identify potential road and traffic problems; and, act in the absence of the Road Superintendent.

Additional tasks performed by Sanitation assignment: Assist the Sanitation Superintendent in the planning, coordination and evaluation of the operation and maintenance of water and wastewater treatment plants, pumping and lift stations, wastewater collection and transmission lines and related facilities providing service to sanitation districts and service areas throughout the County; review and inspect facilities and identify existing and potential problems; and, direct work crews in the performance of sanitation operations.

Additional tasks performed by Disposal Site assignment: Assist the Public Works Manager-Disposal Site in the planning, coordination and evaluation of the operation and maintenance of the refuse transfer station and refuse land filling; plan heavy equipment repairs and equipment specifications; supervise recycling programs and related facilities and activities; and, direct work crews performing landfill operations.

Additional tasks performed by Fleet Services assignment: Assist the Assistant Public Works Director in the direct operation of fleet personnel or repairs to equipment; handle emergency road calls and other problems which may result due to equipment failures; monitor and update preventive maintenance program on fleet equipment to be current with rules and regulations set by Federal, State, and County laws; evaluate repair and service work orders by personnel and verify work completed on time and efficiently.

EMPLOYMENT STANDARDS

Knowledge of:

Thorough knowledge of:

• The methods, materials and equipment used in one or more of the following: road repair and road construction; operation and maintenance of water and wastewater treatment plants, maintenance of transmission facilities, collection system maintenance; operation and maintenance of refuse transfer stations and refuse landfill facilities; operation of facilities servicing and maintaining construction equipment, light and heavy duty trucks and automobiles with internal combustion gasoline and diesel engines.
• Safety practices for one or more of the following: road repair, road construction, operation and maintenance of water and wastewater treatment plants, maintenance of transmission facilities, collection system maintenance, or operation and maintenance of refuse transfer stations, refuse landfill facilities, or repair and maintenance of construction equipment.

Working knowledge of:

• The principles and practices of supervision and training.
• Estimating repair costs including labor and materials.

Some knowledge of:

• Engineering principles used in one or more of the following: road repair, road construction, operation and maintenance of water and wastewater treatment plants, maintenance of transmission facilities, collection system maintenance, or operation and maintenance of refuse transfer stations and refuse landfill facilities.
• The regulations governing the activities of one or more of the following: road repair, road construction, operation and maintenance of water and sewage treatment plants, maintenance of transmission facilities, collection system maintenance, or operation and maintenance of refuse transfer stations and refuse landfill facilities.

• Lift items weighing up to 82 pounds, such as pumps.

Additional abilities required of Fleet Services assignment:

• Diagnose the cause of mechanical failure in construction equipment, light and heavy trucks, and automobiles, and determine appropriate repairs.
• Lift items weighing up to 75 pounds.

Education and Experience:

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these would be:

Four years of experience in one or more of the following: road re pair, road construction, operation and maintenance of water and sewage treatment plants, maintenance of transmission facilities, collection system maintenance, operation and maintenance of refuse transfer stations and refuse landfill facilities or fleet services operations.

At least two years of the qualifying experience must have included supervisory responsibilities.

Special Requirements, Conditions:

License, Certificate Requirements: All assignments: Possession of a valid California class C driver license. Sanitation assignment: Within three years of employment must possess all of the following: a Grade I or higher Collection System Maintenance Certificate and a Grade I or higher Mechanical Technologist Certificate, both issued by the California Water Pollution Control Association, and a Grade I or higher Water Treatment Plant Operator Certification issued by the State of California Department of Health Services.

Disposal Site assignment: Manager of Landfill Operations Certificate issued by the Solid Waste Association of North America within one year of employment. (If the examination for certification is not administered within this time frame, this period will be extended to the next examination administration.)

Fleet Services assignment: within six months, possessions of a valid class A driver license.

Special Working Conditions: All assignments: Exposure to: variable temperatures and weather conditions; heights; high levels of noise; strong, unpleasant odors; infections which might cause chronic disease or death; and the possibility of experiencing burns, bodily injury, exposure to non-ionizing radiation, and contact with toxic substances or chemical irritants.

Road and Sanitation assignments: Exposure to cramped spaces and electrical hazards.

Other Special Requirements: All assignments:  Availability to work irregular hours, including responding to twenty-four hour emergency call.

Fleet Services assignment:  Alcohol and drug tests will be administered to all candidates prior to final selection for positions requiring class A or B driver licenses upon entry and to employees in positions requiring these licenses, as mandate by Department of Transportation federal regulations.   In addition, all candidates must provide specific employment history for up to the past ten years for all jobs they have held which required operation of a commercial motor vehicle.
