DEFINITION
Under direction, serve as a lead worker for employees engaged in general maintenance, recycling operations, material transport, scale house functions at the County’s Disposal Sites; assign work to operational staff; determine work methods to be used; observe and direct the work; solve problems that occur; operate heavy equipment; assist with loading transfer trucks and support the Public Works Supervisors in site operations as-needed basis; and perform other duties as required.
DISTINGUISHING CHARACTERISTICS
This class differs from the higher class of Public Works Supervisor in that the latter has full supervisory responsibility for all day-to-day operations at a disposal site, including the collection of fees, the maintenance and the transfer of solid waste and recycling from County disposal sites, as well as direct the work of heavy equipment operators and operate heavy equipment and commercial vehicles on a relief basis. This class is distinguished from the lower class of Heavy Equipment Operator-Disposal Site in that the former acts as a lead worker as well as an equipment operator.
TYPICAL TASKS
· Serve as a lead worker and assist in supervising operations staff at the County’s disposal sites;
· Assign work to be performed by operations staff; observe and direct the activities of operations staff in execution of the daily and seasonal site maintenance activities;
· Operate and train others in the use of disposal site equipment and machinery;
· Oversee recycling operations and perform quality control activities;
· Operate light and heavy equipment;
· Ensure that proper preventive maintenance and safety inspections are performed on equipment;
· Ensure that work is performed properly and that safety precautions are observed;
· Assist supervisor in the delegation of work to be performed by operations staff including seasonal maintenance of drainage and erosion control;
· Assist in training operations staff in safety procedures and ensure that procedures are followed on the job;
· Solve technical and minor personnel problems that involve operations staff and report more serious problems to a supervisor or manager;
· Assist supervisor in evaluating performance of subordinates;
· May perform supervisory functions at the disposal sites in the absence of a Public Works Supervisor on an as-needed basis.

Education and Experience:
Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Two years of experience in recycling or solid waste operations, including diversion sorting, equipment operation, and adherence to safety procedures. One year of grounds maintenance experience may be substituted for one year of the required solid waste or recycling experience.
Special Requirements, Conditions:
License: Possession of a valid California class A driver license. Possess and maintain a valid Cal OSHA forklift certification within three months of hire.
Other Special Requirements: Alcohol and drug tests will be administered to all candidates prior to final selection for positions requiring class A or B driver licenses upon entry and to employees in positions requiring these licenses as mandated by Department of Transportation federal regulations. In addition, all candidates must provide specific employment history for up to the past ten years for all jobs they have held which required operation of a commercial motor vehicle. Availability to work irregular hours, including working weekends and holidays.
