DEFINITION
Under direction, act as a lead worker of employees who operate heavy earth moving equipment at a disposal site to spread, compact and cover solid waste; assign work to equipment operators; determine work methods to be used; observe and direct the work; solve problems that occur; operate heavy equipment; assist the Disposal Site Supervisor in the operation of a disposal site on an as-needed basis; and perform other duties as required.
DISTINGUISHING CHARACTERISTICS
This class differs from the higher class of Disposal Site Supervisor in that the latter has full supervisory responsibility for all day-to-day operations at a disposal site, including the collection of fees, the maintenance and repair of grounds and equipment, and the transfer of solid waste between disposal sites, as well as equipment operation. This class is distinguished from the lower class of Heavy Equipment Operator-Disposal Site in that the former acts as a lead worker as well as an equipment operator.
TYPICAL TASKS
Assign work to be performed and heavy equipment to be operated on a daily basis for each equipment operator; observe and direct the activities of heavy equipment operators to ensure that refuse is spread and covered properly and proper drainage is maintained; operate heavy equipment; ensure that proper preventive maintenance and safety inspections are performed on equipment; assist supervisor in planning work to be performed including seasonal construction of roads, drainage, establishing stockpiles for coverage of sites, and other routine and special equipment operator work; train equipment operators in safety procedures and ensure that procedures are followed on the job; solve technical and personnel problems that involve equipment operators; assist the Disposal Site Supervisor in the operation of a disposal site on an as-needed basis.

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Two years of heavy equipment operation experience equivalent to Heavy Equipment Operator-Disposal Site in Santa Cruz County.
Special Requirements, Conditions:
License: Possession of a valid California classes A driver license.
Other Special Requirements: Alcohol and drug tests will be administered to all candidates prior to final selection for positions requiring class A or B driver licenses upon entry and to employees in positions requiring these licenses as mandated by Department of Transportation federal regulations. In addition, all candidates must provide specific employment history for up to the past ten years for all jobs they have held which required operation of a commercial motor vehicle. Availability to work irregular hours, including working weekends and holidays.
