DEFINITION
Under general supervision, to administer the network infrastructure,
including data, wireless, and telecom/VoIP (Voice over Internet Protocol) communications;
and to do other work as required.
DISTINGUISHING CHARACTERISTICS
This is the advanced
journey level class in the network/communications series. Incumbents typically
lead the work of assigned staff and act as mentors. Incumbents perform
complex, difficult and varied duties. Incumbents receive limited supervision or
direction from higher-level staff and exercise independent judgment regarding
high-impact infrastructure implementations. Contact with customers/users
generally pertains to resolving highly challenging and/or high-impact issues or
establishing strategic initiatives. Errors could jeopardize the assigned
project(s) and may have significant financial exposure across the enterprise.
Legal exposure, financial impact, and lost time resulting from data management
errors are significant.
TYPICAL TASKS
- Designs, configures, documents, and maintains the
enterprise communication and data network infrastructure.
- Performs service installations and troubleshoots service
issues.
- Performs moves/adds/changes to existing network and phone
infrastructure.
- Establishes and controls quality and quantity standards,
procedures, and guidelines for the design, development, testing,
implementation and maintenance of networks.
- Develops network standards and protocols for hardware,
software, and integration procedures.
- Develops, tests and implements (as needed) disaster
recovery procedures.
- Oversees compliance with industry, regulatory, and County
standards.
- Monitors and maintains network security and integrity.
Develops network database policies and procedures.
- Analyzes needs and determines appropriate architecture,
topology, and transmission requirements for installation of data
applications.
- Assists in determining appropriate architecture, topology,
and transmission requirements for installing data and voice applications.
- Develops work plans and schedules for projects, including
outlining phases and identifying personnel and equipment requirements.
Monitors progress and modifies schedules and plans as needed.
- Transports related equipment as necessary.
- May provide mentoring or training for junior staff.
- May assign tasks to other staff.
- Performs other related duties as assigned.
EMPLOYMENT STANDARDS
Thorough knowledge of:
- The principles and practices of communication
infrastructure design.
- Technologies utilized in network/communications planning,
research and development work and/or troubleshooting for service support.
- The principles, practices, terminology and trends in network,
wireless and VoIP communication systems and services.
- The principles and practices of installing and maintaining
cable plant infrastructures.
- Applicable network cabling industry standards.
- Methods and techniques of troubleshooting network,
wireless or VoIP related hardware, software and interconnectivity
problems.
- Vendor/contractor support procedures.
Working knowledge of:
- Proper telecommunication equipment operation, usage and
procedures.
Some knowledge of:
- The principles, practices and methods of project
management.
- The principles, practices and methods of training and
mentoring.
- The methods and techniques of developing and monitoring
project budgets.
Ability to:
- Create functional and technical specifications for complex
networks.
- Analyze systems and specifications.
- Exercise initiative, ingenuity, independent analysis and
judgment in solving complex network installation and support problems.
- Interpret customer/user requirements and use engineering
techniques to design network and transmission systems.
- Interpret data on system usage and develop engineering
specifications to support changing service levels.
- Present projects to technical and non-technical senior
staff.
- Utilize the languages, hardware and tools specific to the
assignment(s).
- Operate applicable troubleshooting equipment and analyze
cable problems using appropriate test equipment.
- Develop and recommend project budgets and operate within
budgetary constraints.
- Accurately maintain a variety of technical and service
records.
- Read, interpret and apply information from complex
technical publications and documentation.
- Communicate effectively, both orally and in writing.
- Work cooperatively and effectively with other staff
members, customers and vendors/contractors.
- Lift items weighing up to 40 pounds.
- Distinguish color-coded wires.
- Work in confined/cramped body positions and climb ladders
to work at elevations of 4-12 feet.
Education and Experience:
Any combination of training and experience that would
provide the required knowledge and abilities is qualifying. A typical way to
obtain the knowledge and abilities would be:
A Bachelor's degree
from an accredited college or university with a major in computer science or a closely
related field and three years of experience in a networking or VoIP
related field.
OR
Valid CCNA or related
voice or network certification and four years of experience in a
networking or VoIP related field.
OR
Five years of
experience in a networking or VoIP related field.
Completed coursework
in systems design is highly desirable.
SPECIAL REQUIREMENTS:
Background Investigation: Some positions may require
fingerprinting and/or background investigation.
License: Possession and maintenance of a valid
California Class C Driver License.
Physical Requirements: Ability to perform moderately
heavy physical work that includes lifting items weighing up to forty pounds,
climbing ladders to work at elevations from 4-12 feet, working in
confined/cramped body positions and distinguishing color-coded wires.
Other Special Requirements: Availability to work
irregular hours, which may include evenings, nights, weekends and holidays.
