DEFINITION
Under general direction, to plan, organize, direct, and coordinate the activities of multiple health services programs; and to do other work as required.
DISTINGUISHING CHARACTERISTICS
Positions in this class, through subordinate managers or supervisors, are responsible for managing major health services programs having County wide impact. Incumbents develop, implement, monitor and evaluate health programs, services and staff. While specific duties will vary depending on the assignment, the focus of all positions in this class is on the management and coordination of service delivery to achieve defined fiscal and programmatic objectives. Some assignments may also include developing and monitoring budgets, grants, contracts and overseeing quality assurance activities. This class is distinguished from the lower level class of Health Services Manager by its larger span of control and responsibility for multiple programs or functions, as opposed to the lower level class which manages smaller, specialized programs.
TYPICAL TASKS
Plans, organizes, directs, administers, and evaluates assigned major health programs; participates with Division Directors in the planning, implementation, and on-going evaluation of the quality and effectiveness of client care, support services, and administrative services; negotiates and enacts inter-agency service agreements; provides technical assistance and support to other service providers; in conjunction with the Division Director, prepares program's budget, reviews staffing and resource needs, acts as liaison and major resource person for assigned program areas and the community, other agencies, organizations, and the State and Federal government; attends and participates in a variety of inter-and intra-agency meetings, State conferences, workshops, and other professional exchanges; negotiates and develops contracts with outside organizations and companies to provide necessary services to agency clients, prepares proposals for various grant and funding sources to support and enhance assigned program areas; conducts staff meetings, workshops and conferences to promote, communicate and initiate established policies and procedures and to monitor program activities and their effectiveness; advises staff, interviews, selects, hires and evaluates professional and support staff; plans and oversees the proper orientation, training, development, and supervision, may monitor and evaluate program quality and effectiveness in terms of client services, agency goals and objectives, monetary and regulatory constraints; compiles and analyzes pertinent data and presents conclusions; prepares written and oral reports; monitors and oversees the preparation of complex reports and records. May review difficult health and case management problems. Performs long and short range planning which includes implementation of major new initiatives.

Education and Experience:
Any combination of education, training and experience that would provide the
required knowledge and abilities is qualifying. A typical way to obtain the
knowledge and abilities would be:
Possession of a Bachelor's degree from an accredited college or university in
health care administration, a public health field, health science, nursing,
psychology, social work, marriage and family counseling, life sciences or
physical sciences, or in a management field, such as public or business
administration. Some positions may require a Master's degree pursuant to State
law.
AND
Three (3) years of Supervisory or management experience in the specific program
area to which the position is assigned.

Special Working Conditions: All assignments:
Exposure to infections which may cause chronic disease or death may occur in
the course of physical intervention to control client behavior; contact with
potentially hostile or violent individuals. Juvenile Hall and Acute/Emergency
Services assignments: Exposure to noise, such as people yelling. Children's
Service assignment: Exposure to disturbing material, such as photos of abused
children.
Note: This classification has a 6 month probationary period.
