DEFINITION
Under direction, plan, assess, schedule and coordinate all Human Services Department training needs in the areas of laws, policies, administrative procedures, goals of agency programs, client motivation and assessment, resource information and referral techniques; supervises members of the Staff Development Unit; perform other duties as required.
DISTINGUISHING CHARACTERISTICS
This single position class is responsible for directing and managing work of the training staff, which provides and coordinates the Human Services Department training program.
TYPICAL TASKS
Plan, develop, conduct, assess, schedule and coordinate all agency training needs; meet with managers and supervisors on an ongoing basis to identify training needs and develop training plans; identify funding, logistics, presentation format and scheduling, necessary equipment and/or supplies; negotiate and prepare contracts and contract modifications with outside vendors to provide training; work with County Counsel and Risk Management to obtain approval for contracts/agreements as needed; ongoing review of all county letters, notices, regulations, Board directives, agency mission statement, program goals and political and social issues in the community to determine the need for the development of new training programs or revisions to existing training programs; development of the annual training plan to be submitted to the state as well as the agency's internal training plan; creation of the annual training budget including equipment and position requests as needed; assessment of effectiveness of all training provided to agency staff, including the development of testing and/or assessment tools to determine training effectiveness, retention and deficiencies; participation in state and consortium activities to keep abreast of training techniques and issues in other counties; analysis of new regulations, program changes, legislation and community input on social services issues; make public presentations at the Board of Supervisor's meetings and other community forums; develop policies and operating procedures for the Staff Development Unit; select, train, assign, direct and evaluate the work of subordinate training staff; develop and oversee internship program; research and prepare training materials including instructional literature, manuals and brochures.

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these would be:
Equivalent to a Bachelor's degree with major course work in psychology, sociology, social welfare, social/human services or other behavioral science, education or business, public, or personnel administration AND two years of experience planning, organizing, and conducting staff or educational development programs in a commercial, industrial educational or governmental organization. One year of the required experience must have included responsibility for staff supervision, program planning and evaluation.
Special Requirements/Conditions:
License/Certificate/Registration/Professional Membership Requirements: Possession of a valid California class C driver license, or the ability to provide suitable transportation which is approved by the appointing authority.
Special Working Conditions: May work evenings and/or weekends conducting training or attending meetings.
Note: This classification has a 6-month probationary period.
