DEFINITION
Under general direction, to plan, organize, direct and evaluate the functional activities of a human service program or of a large staff engaged in eligibility determination, grant maintenance and/or aid related employment and training activities; to provide specialized program consultation and management; and to perform other duties as required.
DISTINGUISHING CHARACTERISTICS
This class is assigned to manage: (1) one or more significant human services programs under the direction of a Human Services Department Division Director where incumbents are responsible for developing, reviewing, evaluating, monitoring and directing the daily operations of specific programs which may include eligibility determinations; or (2) income maintenance programs and related employment activities through subordinate supervisors. This class is distinguished from subordinate first level supervisory classes (Social Work Supervisor II, Eligibility Supervisor I) in that incumbents are second level supervisors and/or are responsible for a human services program with significant program and administrative responsibilities.
TYPICAL TASKS
Plans, develops and implements human service programs; evaluates current program and initiates modifications; prepares preliminary budget requests for specific program (s); provides professional and technical consultation on complex program matters; may negotiate, prepare, monitor, evaluate grant proposals and contracts; appears before the Board of Supervisors to present plans, projects and policies.
Plans, assigns and directs through subordinate supervisors the work of a large staff engaged in determining initial and continuing eligibility for public assistance programs and performing income maintenance functions; plans, organizes and directs aid related employment activities; recommends policies and procedures and implements as approved; assists in developing and evaluating program goals and objectives; ensures that agency standards in eligibility determination, grant authorization and aid related employment and training are maintained; represents the agency in handling complaints from the community; may monitor and evaluate contracts.
Selects, trains, schedules and evaluates subordinate staff; analyzes proposed and existing Federal, State and local legislation and regulations to develop and implement appropriate operational and program changes; conducts staff meetings and training; instructs subordinate staff on policy interpretation to assure conformity with appropriate State and Federal regulations; coordinates application of regulations and procedures; prepares or assists in the preparation of program budgets, monitors on-going budgets; develops and maintains liaison with internal/external interfacing units and organizations to coordinate the delivery of applicable services; prepares correspondence and reports; serves on various internal and/or external committees and may provide staff support for selected groups; attends and conducts meetings and conferences; utilizes computerized systems to collect/maintain information and project, monitor, analyze program performance.

Training and Experience: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:
Three years of administrative experience with a human services department that includes one year at a supervisory level (social service program positions). OR
Three years of casework experience with a human services department that includes one year at a supervisory level may be substituted for some positions (social service program positions). OR
Three years of public assistance or professional experience in a human resource, employment and training, or similar public agency, which includes at least one year of experience as a supervisor, may be substituted for some positions.
A Master's Degree in business or public administration, social services or closely related field may be substituted for one year of the administrative or casework experience.
SPECIAL REQUIREMENTS
Possession of a valid California Class C Driver's license or the employee must be able to provide suitable transportation which is approved by the appointing authority.
Some positions must meet additional State mandated education and experience requirements.
