DEFINITION

Under administrative direction, in the Human Services Department, is responsible for planning, organizing, directing, coordinating and evaluating Workforce Development Board (WDB) activities.

DISTINGUISHING CHARACTERISTICS

This is a single position classification reporting to the Department Director and accountable to the Workforce Development Board for policy and statutory oversight consistent with the Workforce Investment and Opportunity Act (WIOA). This position will assist the Board in carrying out its functions as defined by the Workforce Investment and Opportunity Act: the development and revision of the local plan, selection of operators, selection of youth providers, identification of eligible providers of intensive and training services, oversight of youth activities, training activities and the one-stop delivery system, negotiation of local performance standards, and any other requirements of federal and state legislation, as well as county rules and regulations.

TYPICAL TASKS

Develop strategies and policies on workforce development issues; work with WDB and subcommittees to develop performance goals for the local area and the negotiation of those goals with the State officials; manage the WDBs budget and implement expenditure authority, prepare and present budget recommendations and modifications for the entire WIOA allocations to the Board, develop measures of outcomes and financial performance and ensure federal and state requirements are met; collaborate with regional partners to develop regional workforce development policies; represent the WDB to the private sector and assist with the cultivation and recruitment of private sector decision makers for involvement in WDB activities; prepare proposals and seek alternative funding to support the programs, goals and objectives of the WDB; provide oversight, monitoring and evaluation of operators, service providers, training providers and other entities that become part of the One-Stop delivery system; provide staff support for all WDB board and council meetings and recruit and select all administrative staff who directly provide support to the WDB; links workforce development with economic development and may supervise economic development activities.
