SANTA CRUZ COUNTY 
DEFINITION 
Under general direction of the Chief
Probation Officer, assists in planning and directing the activities of the
County Probation Department; acts for the Chief Probation Officer in his/her
absence or as assigned in accordance with established laws and regulations; and
performs related work as required. 
DISTINGUISHING CHARACTERISTICS 
This single position class is the Assistant
Department Head. The position reports to the Chief Probation Officer and is
responsible for the day to day administration and management of the departments
operations. 
This class is distinguished from the next
higher class of Chief Probation Officer in that the latter is a department head
with responsibility for overall administration of the Probation Department. 
This class is distinguished from the next
lower class Probation Division Director in that the latter is responsible for
the administration or supervision of a specific operation or division of the
Probation Department. 
TYPICAL TASKS 
Assist the Chief Probation Officer to plan,
organize, direct, control and evaluate Probation Department daily activities in
accordance with established laws, regulations, and policies, through
subordinate managers or supervisors; coordinates other duties as assigned by
the Chief Probation Officer. Handles all departmental duties of the Chief
Probation Officer in his/her absence. 
 - Supervises all of the
     Probation Division Directors, the Administrative Services Manager, and the
     Deputy Probation Officer III assigned as the Departmental Training Officer.
     
 
 - Approves all final hire
     recommendations to the appointing authority and makes final offers of
     employment. 
 
 - Conducts or oversees all
     internal investigations, violations of policy/procedure and recommends
     appropriate action to the Chief Probation Officer. Responsible for
     disciplinary actions up to and including terminations of employment. 
 
 - Coordinates all personnel
     issues with Personnel and County Counsel, and advises the Chief Probation
     Officer of final action if it involves matters of discipline, change in
     policy, or new programs. Hears appeals and grievances. Responds to citizen
     complaints. Resolves personnel conflicts. 
 
 - Provides administrative
     oversight of the Departments personnel process. Manages the departments
     personnel issues. 
 
 - Participates in departmental
     budget preparation and fiscal control activities. Reviews various
     developmental phases of the budget, reviews Probation Administration
     budget expenditures and advises the Chief Probation Officer. 
 
 - Supervises and participates
     in analytical studies involving organizational and administrative
     problems; recommends solutions to these problems and improvements in
     departmental methods and procedures; prepares statistical and other
     reports on departmental activities. 
 
 - Assists in the formulation,
     implementation and enforcement of departmental policies, procedures, and
     new programs. 
 
 - Assists in the formulation
     and implementation of departmental strategic plans, goals, objectives and
     outcome measures. 
 
EMPLOYMENT STANDARDS 
Knowledge: 
 - Thorough knowledge of the
     principles of adult and juvenile probation and rehabilitation; adult and
     juvenile criminal justice systems relating to probation; Federal and State
     laws, regulations and procedures affecting probation, detention and
     rehabilitation programs; principles and practices of public administration
     including personnel and fiscal management; Superior and Juvenile Court
     procedures involving probation matters; community needs, and public and
     private community resources. 
 
Ability to: 
Plan, organize, direct and evaluate complex
departmental programs and activities; develop, direct and evaluate the
implementation of departmental policies and procedures; analyze situations,
select alternatives, project consequences of actions, implement recommendations
and take appropriate action; understand, interpret, explain and apply laws,
rules, policies and regulations as they relate to the function of the Probation
Department; Superior, Juvenile Courts and personnel practices; collect,
interpret and evaluate narrative and statistical data pertaining to
administrative, fiscal and management matters; communicate orally and in
writing, to effectively present ideas, facts, recommendations, and
financial/statistical reports; plan, organize, and coordinate the work of
subordinate staff; establish and maintain effective working relationships with
other county departments, public officials, public and private agencies,
community groups and the general public. 
TRAINING AND EXPERIENCE 
 - Two years of broad and
     progressively responsible administrative and managerial experience that
     includes working with peace officers in community corrections, probation,
     parole, or the criminal justice system; or, 
 
 - Two years of experience
     performing duties equivalent to the class of Probation Division Director
     in Santa Cruz County; or, 
 
 - Equivalent combination of
     training, education, and experience that would provide the required
     knowledge and abilities. 
 
SPECIAL QUALIFICATIONS 
 - License Requirement:
     Possession and maintenance of a valid California Class C Drivers License,
     or the employee must be able to provide suitable transportation which is
     approved by the appointing authority. Completion of mandated Standards and
     Training for Corrections (Manager/Administrator Core Course) in the first year
     of job assignment. 
 
 - Background Investigation:
     Ability to pass a full background investigation to meet provisions of
     Government Code 1029, 1029.1 and 1031. 
 
 - Special Working Conditions:
     Exposure to the possibility of bodily injury; infections which may cause
     chronic disease or death; combative minor detainees; offensive odors; high
     noise levels; insect bites, dust and pollens. Physically and mentally
     capable of performing the positions essential functions as summarized in
     the specifications typical tasks. Apply a reasonable degree of physical
     exertion to control client behavior in emergency situations. 
 
 - Other Special Requirements:
     Availability to respond to emergencies as needed on a 24-hour basis, which
     may include evenings, weekends, and/or holidays.
