DEFINITION Under general supervision, inspects refuse being discharged at County landfill sites for unacceptable, hazardous, or toxic materials; accepts and stores wastes from the public at the County Household Hazardous Waste Collection Facility; maintains all storage and disposal records; informs the general public of the County, State and Federal laws and regulations concerning the disposal of hazardous materials; informs the general public of the laws and regulations concerning the disposal of hazardous materials; controls traffic in the active disposal area; general environmental monitoring; and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

SOLID WASTE INSPECTOR I - This is the trainee and first working level in the Solid Waste Inspector series. Incumbents in this class receive classroom and on- the-job training in waste compatibilities, storage and disposal regulations, and health and safety procedures.

SOLID WASTE INSPECTOR II - This is the journey level in the Solid Waste Inspector series. Incumbents in this class work independently performing inspections and duties which require discretion and judgment as well as attending related refresher courses on a quarterly basis.

TYPICAL TASKS

Inspects refuse as it comes into the landfill or as it is being discharged on the landing at the landfill site. Identifies unacceptable or hazardous waste materials and ensures proper removal. On appointment, the inspector will accept waste from the public at the Household Hazardous Waste Collection Facility for storage and eventual disposal. Educates the public on hazardous waste materials and other unacceptable materials and informs the public on disposal methods. Makes final determination on acceptability of materials and directs the public and commercial users to the appropriate areas. Maintains all records and prepares reports as required. Enforces the County "No Scavenging" rule at active disposal areas. Controls traffic and maintains a buffer between the heavy equipment and the public in and around active disposal areas. Works with the Solid Waste Analyst to package and prepare waste for offsite disposal in a Class I landfill. Controls placement of recyclable materials in designated areas. Performs sampling of landfill surface water, ground water, leachate, soils and monitors landfill gas collection systems.
