CRUZ COUNTY DEFINITION
Under
general direction, plan, organize, and coordinate the investment and banking
activities of the Auditor-Controller-Treasurer-Tax Collector’s Office; performs
professional analytical research and work related to public finance and
performs other work as required.
DISTINGUISHING
CHARACTERISTICS
This single-position classification reports directly to the County Treasurer-Tax Collector Manager. The incumbent receives broad policy direction from the Treasurer-Tax Collector, while working independently, and providing specialized fiscal support. This classification is responsible for the physical care and investment decision making for monies received and deposited by the County and affiliated agencies. This position ensures the optimal utilization of County funds by determining cash needs on a daily basis and providing for the timely investment of funds.
This class differs from the next higher class of Treasurer-Tax Collector Manager who has responsibility for the coordination and supervision of subordinate treasury, tax, and collection staff activities.

EDUCATION AND EXPERIENCE
Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:
Equivalent to graduation from an accredited college with a major in Finance, Economics, Accounting, Business or Public Administration or a closely related field, and three (3) years of full-time or its equivalent professional experience in financial management, securities investment, accounting or banking which would have provided a familiarity with cash management, cash-flow analysis, investment instruments, debt issuance and financial reporting; At least one year of experience managing an investment pool of over $100 million is highly desirable.
Highly Desirable:
- Certification as a Chartered Financial Analyst (CFA), Public Accountant (CPA), and/or Public Finance Officer (CPFO).
- Finance and treasury/investment experience in a government or public agency.
Substitution: Possession of a Master of
Business Administration degree with an emphasis in Economics, Finance, or
Accounting, or a Certification
as a Chartered Financial Analyst (CFA) may be used to substitute one (1) of the
years of experience.
