Under general direction, plan, organize, direct and coordinate the administrative services and support programs in decentralized offices such as Health Services Agency, Human Services Department, or Public Works Department; supervise Administrative Division managers; may represent the Agency or Department Director in his/her absence, and as otherwise directed; and perform other duties as required. 


This classification is responsible for the administrative support functions and services in large departments such as Health Services, Human Services Department, or Public Works Department. It reports to the Agency or Departmentís Director and provides administrative oversight and direction to the division managers. It differs from the division managers in that it does not have responsibility for delivery of direct services to client-related or public works programs. Health Services Agency, Human Services Department, and Public Works Department have decentralized authority for recruitment and examinations for classifications unique to their Agency or Department, and is responsible for its own management information services, and various facilities management functions. This broad scope of responsibilities distinguishes this position from similar administrative positions in other large County departments. 


Plan, organize and direct administrative support activities; exercise administrative authority over contract management, Information Services computer and electronic communication activities, requisitioning, messenger and the store room receiving, storage and supply, personnel and employee relations,  facilities and personnel safety; coordinate these services and programs with other County departments and divisions, and with community agencies and groups; make major administrative decisions, including development of policy; provide financial management and oversight of departmental finances; responsible for all aspects of  budgeting process, procurement, inventory, forecasting and reporting; coordinate and organize budget preparation for submission to the CAO; supervise subordinate managers assigned to carry out program goals; select, evaluate and train subordinate supervisors; review, approve and process contracts; interpret County policies, and advise division managers and other division administrators on matters of inter-county governmental relations, finance, personnel, space, purchasing, and special project areas; develop and maintain administrative policy and procedures manuals; advise on storage and destruction of documents; direct or personally prepare reports, special studies and recommendations used by the Agency or Department Director on Department-wide issues; in coordination with County Risk Management, oversee the acquisition of professional and general liability insurance and respond to incident reports; develop and implement employee safety program; oversee the fixed asset acquisition process and coordinate capital outlay projects; may act in the absence of the Agency or Department Director or as directed on all administrative matters, including representation to other County departments, the County Administrative Officer, and County, State and Federal officials; attend meetings and conferences; prepare correspondence.

Education and Experience: 

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be: 

Equivalent to graduation from college with a BS or BA degree, and four years of high level experience as an administrative manager, which involved financial and management analysis and direction of administrative support services for a major program or large organization.  A master's degree in business or public administration, or a related field is desirable and may be substituted for up to one year of the management experience.  Additional experience may substitute for education on a year for year basis.

Special Requirements, Conditions: License Requirement: Possession of a valid California class C driver license, or the ability to provide suitable transportation, which is approved by the appointing authority. 

Background Investigation: Fingerprints are required. 

Other Special Requirements: Availability to work a flexible schedule including evenings and weekends. Physically and mentally capable of performing the classifications essential functions as summarized in the typical tasks section of this specification.
