91      NEW EXTRA-HELP EMPLOYEE

Definition

An appointment of a person, not employed in any capacity by the County during the current calendar year, in a extra-help capacity which is limited to a maximum of 999 hours in a fiscal year in the County.

Note:  Extra-help employees serve at the will of their appointing authori­ty, are excluded from Civil Service, and are not covered by Memoranda of Understanding.

Extra-help employees may receive pay for jury duty when they are scheduled to work on a day when required to serve as juror, provided they waive or remit the County the fee for jury duty.  Extra-help employees may, with the prior approval of their appointing authority, be granted two hours leave from work with pay to donate blood.  Extra-help employees do not receive holiday pay or any other type of paid leave.

91          SPECIAL INSTRUCTIONS FOR EXTRA-HELP EMPLOYEES IN AUDITOR'S EXTRA-HELP POOL

DATE:            August 1, 1984

SUBJECT:    APPOINTMENT OF EXTRA HELP EMPLOYEES TO POOL #0100 -#0100

Definition

The "pool" provides a method for placement of an extra help employee in two or more departments.  The following procedure is to insure that all employ­ees placed in the pool and utilized by various departments meet the crite­ria for appointment.

Procedure

Operating Department          Complete form PER 113A OR PER 113B.  

PER 113A should be completed if the extra-help candidate is NOT currently assigned to the pool and the departments will employ the services of the candidate in the same or alternating pay peri­od.  A New Hire Document or Action Form should be completed in the usual manner, however, use #0110 as the department number and#0100 as the org unit.  

PER 113B should be completed if a department wish­es to employ the services of an extra-help employ­ee currently assigned to the pool.  

TIME CARDS for pool employees are to be completed to each department and submitted per instructions on form PER 113A and PER 113B.  

Personnel Department  

Employment Services                The Employment Services Analyst will review form

PER 113A or PER 113B for completeness, the appro­priateness of the classification and pay requested and whether the candidate is certifiable from an eligible list or meets minimum qualifications for the class where no eligible list exists.


Records Unit                Verify completeness of PER 113A or PER 113B

                                  (including departmental or analyst signatures), attach a copy to Action Form (if PER 113B is used, a copy is forwarded to Payroll), send a copy to the operating department and file the original in Pool Folder in Records Unit.

Auditor-Controller            Verify Action Form is accompanied by PER 113A

(if use of existing employee:  PER 113B) with departmental and Personnel authorization signa­tures.  Time cards are not to be processed for payment from pool unless a PER 113A or PER 113b for each department usinga pool employee is on file in the Payroll Unit of the Auditor-Control­ler's Office.

Effective Date of Transaction

A transaction which is to be effective the first day of a pay period will be processed for that date if received within deadlines and necessary ap­provals obtained.

A transaction which is not effective the first day of a pay period will have an effective date of the next pay period, provided the transaction is received within deadlines and all approvals are obtained.

EXTRA-HELP EMPLOYEES - ADDENDUM

91          SPECIAL INSTRUCTIONS: VISITING JUDGES, PLANNING COMMISSIONERS, MEMBERS OF ASSESSMENT APPEALS BOARD, MEMBER OF CIVIL SERVICE COMMISSION, MEM­BERS OF SANITATION DISTRICT BOARD

The above listed persons receive pay for their "assignments" and thus must be placed on the payroll system for pay, tax and certain insurance (e.g., Worker's Compensation) purposes.

Required Documentation

1.       Action form completed.

2.       W-4 form completed by person.

3.       Oath of Office form completed by person.

Definition

The appointment of a person in an extra-help capacity who has been employed by the County in any capacity during the current calendar year, for a maxi­mum of 999 hours in a fiscal year in the County.

Note:  When a department wishes to appoint an employee in a budgeted posi­tion as extra-help, the employee must first be terminated from his/her budgeted position, and then appointed as extra-help in the next pay period or following pay periods.
