DEFINITION

Under direction, to plan, organize and supervise the work of a unit of eligibility workers engaged in determining or verifying initial and continuing eligibility for a variety of public assistance programs; develop and monitor social services procedures to ensure services are delivered consistent with State/Federal funding requirements; and to do other work as required.

DISTINGUISHING CHARACTERISTICS

This position is distinguished from the Eligibility Supervisor I in that the incumbent supervises a unit of eligibility workers who perform eligibility determinations and use independent judgment to determine appropriate funding sources for service delivery, handle financial payments, conduct absent parent searches. Additionally the incumbent develops, trains and monitors social worker/contracting agencies service systems and processes to ensure compliance with State/ Federal requirements for service delivery reimbursement; and develops/ implements program management systems.

TYPICAL TASKS

Analyzes proposed and new State/Federal social services and income maintenance legislation and regulations to develop appropriate processes to make client eligibility determinations and to provide required services to ensure State/Federal reimbursement; develops and delivers training programs to professional and clerical staff to incorporate new/changed procedures; plans, assigns and reviews the work of subordinate eligibility and clerical staff engaged in determining eligibility and appropriate funding sources, providing/coordinating services with other departments, handling financial payments, conducting absent parent investigations and record keeping; assists subordinates with handling complex eligibility problems and dealing with difficult clients; evaluates performance of subordinates and takes or recommends appropriate action; recognizes and effectively deals with personnel problems affecting the work of the unit with other agency staff; assists subordinates with the fair hearing process as required; monitors social worker/contracting agencies service systems and processes to ensure compliance with State/Federal regulations for obtaining reimbursement; reviews/recommends unusual expenditures for Foster Care services; develops and implements management information systems to collect information to project, monitor, analyze program performance; assists with developing program budgets; serves on various committees and takes part in special projects; prepares reports on unit and program activities.

Training and Experience: Any combination of training and experience, which would provide the knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:

Two years responsible experience in a social services, human resources or similar public assistance agency which includes analysis, implementation, monitoring evaluation of service delivery processes and/or eligibility determination systems; some supervisory experience. OR

Three years experience at a level equivalent to Eligibility Worker III in the Santa Cruz County system; some supervisory experience.

SPECIAL REQUIREMENTS

Possession of a valid California Class C Driver's License or be able to provide suitable transportation approved by the appointing authority.
