PURPOSE:
To identify a pool of persons who may be available to serve as oral board members, based on their knowledge of specific job knowledges, skills or abilities; and to provide them with orientation and training to the examination processes of the County.
POLICY:
- Oral Board members are selected based upon their abilities to assess specific job knowledges, skills and/or abilities.
- Oral Board members are selected from the County workforce, other agencies and the community using the guidelines specified in Section IV.7. Examination Board Composition.
- Oral Board members are provided with a description of the examination process for the County (PER 38 Guidelines Oral Examination Board Members) and the information specific to the job class being examined for.
- Oral Board members are briefed immediately prior to the examination
and debriefed immediately following the examination.
PROCEDURE:
- A data base of oral board pool members is maintained to contain the relevant areas of expertise and contact information. This is available to analysts and departments to use in the process of selecting oral board members.
- Persons serving on oral boards are referred to the pool by the analysts. Referral is based upon the effectiveness of the person in the process. Feedback will be given to departments on this effectiveness by the analyst in charge of the examination.
- Departments are encouraged to allow staff to serve in the capacity of
an oral board member.
- Oral board pool members will be used only according to their avail ability.
- The Oral board pool members which are recommended to continue in the
pool by the Personnel Department analysts, will be thanked for their participation on an annual basis. Their availability for the next year will be surveyed and updated.
