PURPOSE:

To identify requirements for placement on an Employment Training List.

POLICY:

An Employment Training List may be established for entry level classifications upon written request from an operating department and approval by a Personnel Analyst in Central Personnel or an Agency Personnel Officer in a Decentralized Personnel Office. To be eligible for placement on an Employment Training List, an individual must have successfully completed 1040 hours of on-the-job training in a program sponsored by the Human Resources Agency (CalWORKS, JTPA), receive a satisfactory or above evaluation, and meet the minimum requirements for the entry level classification.

Employment Training Lists will be created only for entry level positions. The experience individuals gain during on-the-job training can be used toward meeting minimum qualifications when applying for non-entry level recruitments. For placement on an Employment Training List for entry level jobs, the 1040 hours of on-the-job training constitutes the examination process for civil service purposes.

PROCEDURE:

  1. On-the-job training positions will be identified by Human Resources Agency (HRA) staff. HRA will refer participants from approved on-the-job training programs to operating departments for interview and selection.

  2. Upon completion of 1040 hours of work in an approved on-the-job training program, the operating department may request that the trainee be placed on an Employment Training List.

  3. To request placement on an Employment Training List, the operating department:

    These two documents along with a standard County application form completed by the trainee, are forwarded to the program coordinator at HRA.

  4. The program coordinator will complete the middle portion of the PER3161 verifying the individual is enrolled in their program and has completed 1040 hours of on-the-job training. The completed packet is forwarded to the HRA Agency Personnel Officer for final sign-off.

  5. The HRA Agency Personnel Officer forwards the completed packet to Central Personnel. When the request has been approved by Central Personnel, the trainee's name is placed on the Employment Training List for the requested classification.

    FOR DECENTRALIZED CLASSIFICATIONS: The HRA Agency Personnel Officer forwards the completed packet to the Agency Personnel Officer of the decentralized agency responsible for the requested classification for final approval and placement of the trainee's name on the requested Employment Training List. 

  6. Eligibility on an Employment Training List is valid for twelve (12) months from the date of placement on the list. Eligibility may be extended up to an additional twelve (12) months with the approval of the Personnel Director (24 month maximum eligibility).

  7. Names are placed on an Employment Training List in no particular order and are certified as a block. Employment Training Lists are certified along with Open and Promotional Competitive Eligible Lists, the same as Transfer or Reinstatement Lists.
