PURPOSE:
To establish criteria for the abolishing of eligible lists.
LEGAL BASIS:
Civil Service Rules 130.V.J. Term of Candidate's Eligibility

POLICY:
- The Civil Service Rule 130.V.J. provides "eligible lists shall remain in effect for a minimum period of six months to a maximum period of two years subject to the needs of the various County departments as determined by the Personnel Director."
- When a new recruitment is conducted, current lists that are a minimum of six months old, may be reviewed for abolishing considering the following:
- The diversity of the candidates.
- The total number of candidates on the eligible list.
- If the class or department is under administrative review (see V4.D), the department is required to document in writing to the Personnel Department why each candidates should not be considered for appointment and whether an interview has been conducted.
- After a review by the Personnel Department, one of the following will
occur:
- Abolishment is not approved and the department must fill the
vacancy from the eligible list. If the department is not in agreement, the matter will be referred to the Equal Employment Opportunity Officer for resolution in accordance with the County's Equal Employment Opportunity/Non-discrimination Policy.
- Abolishment is not approved, but a new recruitment is approved in which the new list is commingled with the existing list.
- Abolishment is approved and all candidates on the list are notified of the new recruitment process.
