PURPOSE:

To define methods of adjusting rates of pay for job classes within the County structure.

LEGAL BASIS:

California Constitution, Article 11 
Government Code Section 25300
Personnel Regulations, Section 181.10


POLICY:

Rates of pay for job classes within the County structure may be changed through:

  1. Negotiations for Memoranda of Understanding within parameters established by the Board of Supervisors. 

  2. The Department may request a salary review to bring specific job classes to market. Salary adjustments may occur where:

    (a)  a method to fund the adjustments is determined;
    (b) a review is made and adjustments are recommended by the Employee Relations/Salary Administration staff of the Personnel Department;
    (c)  agreement is reached with the requesting department on the salary adjustments;
    (d)  approval is gained from the County Administrative Office or through the budget process.
    and (e) agreement is thereafter reached with the appropriate employee organization on the proposed classification and salary actions.

     

  3. Salary adjustments may occur in conjunction with a classification study where:

    (a)  a method to fund the adjustments is determined;
    (b) a review is made and adjustments are recommended by Employee Relations/Salary Administration staff of the Personnel Department;
    (c)  agreement is reached with the requesting department on the classification actions and salary adjustment;
    (d) approval is gained for the adjustments from the County Administrative Office or through the budget process;
    and (e) agreement is thereafter reached with the appropriate employee organization on the proposed classification and salary actions.
