PURPOSE:

To provide a program that addresses injury/illness prevention for all County employees.

LEGAL BASIS:

California Senate Bill #198 requires every employer to establish an effective Injury/Illness Prevention Program which will be administered for the State through the offices of Cal-OSHA.

POLICY:

  1. Commitment to Health and Safety

    1. The County of Santa Cruz is committed to maintaining a safe and healthy workplace in compliance with all federal, state and local health safety laws. To that end, this Occupational Safety and Health Program has been developed to prevent workplace accidents, injuries and illnesses.

    2. Copies of the complete program are available at the County Personnel Office; portions applicable to specific worksites and job duties are provided to every employee; additional copies are available through department heads or designated departmental safety representatives.

  2. Countywide Responsibility for Administering this Program.

    1. The person responsible for implementation and maintenance of this Occupational Safety and Health Program is:

    2. The duties of the OSH Program Manager include:

      1. Administering County programs that support the policy of a safe and healthy work environment for County employees which includes but is not limited to:

        1. Hazardous Materials Management Program
        2. Fire Inspection/Safety Program
        3. Facility Security Program
        4. Emergency Response Program

      2. Maintaining an occupational safety and health training program designed to instruct employees in general safe and healthy work practices, providing specific instructions with respect to hazards specific to each employee's job assignment.

      3. Implementing periodic inspections to identify unsafe conditions and work practices.

      4. Communicating with employees on occupational safety and health matters and encouraging employees to report hazards at the worksite without fear of reprisal.

      5. Ensuring that employees comply with safe and healthy work practices.

    3. The OSH Program Manager maintains a list of the departmental safety liaisons.

      1. Although the OSH Program Manager is the primary person responsible for this program, the department heads and departmental safety liaisons are additionally responsible for carrying out these tasks.

      2. It is also the responsibility of every employee to practice safe work habits, to assist in keeping work areas clean and hazard-free, and to abide by all County and government safety rules and regulations.

  3. Inspections of Facilities and Schedules

    1. Each fiscal year the County of Santa Cruz will conduct inspections of all facilities, using the "Fire and Safety Inspection" checklist. Facilities may be inspected on a more frequent basis if particular safety and/or health issues so warrant.

    2. Appropriate occupational safety and health training will be provided or coordinated by the OSH Program Manager either prior to or during the inspections process.

    3. The OSH Division maintains a list of all facilities including documentation of safety inspections as they occur.

    4. A copy of the "Fire and Safety Inspection" checklists are attached.

  4. Disciplinary Procedures

    1. For those employees who consistently disregard established occupational safety and health policies, current County disciplinary procedures will apply.

    2. For violations of established occupational Safety and Health policies, departments will follow established department guidelines. 

  5. Methods for Corrections

    1. All unsafe acts and/or conditions will be corrected in accordance with standard safety engineering practices and procedures including, but not limited to:

      A - Industrial Hygiene
      B - Personal protective equipment
      C - Machine guarding
      D - Training, re-training
      E - Human Factors - Engineering
      F - Administrative controls

    2. The OSH Division will act as the primary resource for County Departments on all safety and health technical matters.
