PURPOSE:

To designate responsibilities for ensuring compliance with the U.S. Environmental Protection Agency Emergency Planning and Community Right-to Know Act (EPCRA); the U.S. Occupational Safety and Health Administration Hazard Communication Standard (HAZCOM); and the CA Senate Bill 198 Occupational Injury/Illness Prevention (SB198).

County Code Section 7.100 Hazardous Materials


POLICY:

  1. Departments which purchase, store, transport, use, or dispose of
    hazardous materials are covered by HAZCOM. At this time, only the following departments are covered by EPCRA: Public Works, General Services and POSCS. All departments are covered by SB198.

  2. Departments will have primary responsibility for complying with these
    federal and state regulations.

  3. Each department is responsible for developing a written plan to
    ensure initial and continuing compliance with these regulations. Each Plan will be developed under the standards of the Health Services Agency, Environmental Health Service for Hazardous Materials Management Plan.

  4. The department plans will initially be developed based upon the Haz ardous Materials Compliance Report, July 1989, Safety Specialists, Inc. Continued update of plans is required for compliance.

  5. A Hazardous Material Training Program will be coordinated by the
    Occupational Safety and Health (OSH) Division of the Personnel Department for County employees.

  1. Training modules will include the following:

    1. Chemical Safety

    2. Personal Protection

    3. Respiratory Protection

    4. Asbestos Awareness/Safety

    5. RCRA-24 Hour Series

  2. The OHS Division will coordinate identification of positions
    requiring the training and will track completion by County employees. Departments will be responsible to keep records by employee in their department file and forward this information to the OSH Division.

  • Staff from the OSH Division will coordinate the Hazardous Materials/ Safety Committee made up of County Department Safety Liaisons.
